Shadow Scrutiny: A1. The Committee, with reference to its Act No. A2 of 6th December 2004, allocation of recalled that the Shadow Scrutiny Panel chaired by Senator E.P. Vibert had funding for exceeded its individual budget for 2004. As a result, the Committee had decided to consultation. require the Panel to submit a formal request, supported by an appropriate business 502/1(31) case, before it would be prepared to consider sanctioning further expenditure in that
financial year (except in cases where the expenditure proposed concerned isolated A.G.O.S. or irregular commitments of less than £500). In addition, the Committee had agreed Scrutiny –

- t hat the Chairmen's Committee should meet regularly with effect from January 2005, and
- that each Shadow Scrutiny Panel should determine in advance its programme of work for the coming year, together with the estimated financial and manpower implications arising from each individual project, and submit the agreed programmes through the Chairmen's Committee to the Committee for comment.
The Committee received a request from the Shadow Scrutiny Panel chaired by Senator E.P. Vibert , concerning plans to hold a public hearing on Monday 10th January 2005 in connexion with the ongoing review of waste management in the Island. It was reported that the Panel expected to incur the following costs arising from the hearing –
Professional fees for Professor Chris Coggins, Advisor £800.00
Flight from Gatwick for Professor Coggins £ 250.00 Overnight accommodation for Professor Coggins £ 53.50 Transcription of hearing £ 1,000 .00
Sandwich lunch £ 45.0 0

The Committee acknowledged that the expenditure as outlined would be incurred against the Panel's budget for 2005. However, it was concerned to note that the Shadow Scrutiny Panels had yet to supply the Committee with any details of their programme of work for the current year. Therefore, the Committee agreed that it would maintain its requirement for the Panel chaired by Senator E.P. Vibert to submit such commitments for approval until such time as a costed programme of works had been received and endorsed by the Committee.
With regard to the specific claim as detailed above, the Committee agreed that the expenditure proposed was both necessary and reasonable, although some concern was expressed regarding the anticipated cost of the flight from Gatwick Airport. Therefore, the Committee agreed to sanction expenditure in the approximate sum of £2,148.50.
The Assistant Greffier of the States was authorized to take the necessary action.
