PRIVILEGES AND PROCEDURES COMMITTEE (49th Meeting)

All members were present, with the exception of Senator P.V.F. Le Claire, from whom apologies had been received.

Shadow Scrutiny: A1.  The Committee considered a statement to be made by the President in order to Committee update the Assembly on the progress of Shadow Scrutiny and on discussions which statement: he had held with the Scrutiny Chairman, the Shadow Public Accounts Committee Executive Shadow Chairman and the Presidents of the Policy and Resources and Finance and Scrutiny Economics Committees.

502/1(44) The Committee noted that the joint meeting had agreed that there was a need for joint

planning, programming and scheduling of reviews, and that it was important for all Clerk stakeholders to be aware of the forward programme so that they would be able to States (2) plan their own contributions.

It was recognised that the joint meeting had explored the following matters -

  1. p roposalsofthe Policy and ResourcesCommittee for a form of written consultation basedon the United KingdomCodeofPracticeon Written Consultations;
  2. t henumberofmembers involved in Scrutiny andtheneed to continue with a training programme;
  3. t heneedforrulesfor Scrutiny Panels.

Having agreed a number of revisions, the Committee approved the statement and requested the President to present it to the States on 7th June 2005.

Standing Orders A2.  The Committee, with reference to its Act No.  A4 of 3rd May 2005, considered of the States of a further draft of the revised Standing Orders of the States of Jersey, including a draft

Having examined the draft from Standing Order No.  154 (including Schedules  2 and Clerk 3), the Committee agreed a number of revisions and requested the Law Draftsman to D.G.O.S. incorporate them into the final draft. The Committee agreed that prior to lodging the Scrutiny final draft au Greffe' it would circulate it to all members of the States, drawing their

attention to any significant areas of change from existing Standing Orders and any

potentially  controversial  aspects  of  the  proposals,  and  inviting  comment  on  the

proposed Standing Orders.

The Greffier of the States was requested to take the necessary action.

States business: A3.  The Committee considered a statement to be made by the President in order to Committee apprise the States of the outcome of a recent meeting of Committee Presidents to statement - discuss the arrangement of States business for the remainder of 2005.

the remainder of The  Committee  noted  that  it  was  considered  that  as  there  were  clearly  a  very 2005. significant number of major items to consider in the coming months, States members 1240/7/1(83) were to be asked -

Clerk (a)  i n relation to the considerable volume of business set down for 21st June States (2) 2005, to be prepared to be asked to meet on Thursday, 23rd June in

addition to the first continuation day on Wednesday, 22nd June; and

(b)  t o be prepared to consider setting aside at least 2 days a week throughout late June, July and all of September and October in order to be able to complete the business.

States members were also to be informed that all Committees needed to be aware that, if the States were to complete the remaining business in an orderly fashion, all matters for debate before December should be lodged au Greffe' no later than the end of July.

The Committee approved the statement and requested the President to present it to the States on 7th June 2005.
