THE STATES assembled on Wednesday, 30th November 2005 at 9.30 a.m. under the Presidency of the Bailiff ,

The Bailiff paid tribute to the late Mr. Maxwell John de la Haye, former Connétable of St. Brelade an member of the States, and the States observed one minute's silence as a mark of respect.

First meeting of the newly constituted States Assembly – media presence

THE STATES agreed to a request by the media to film the commencement of the first meeting of the newly constituted States Assembly to be held on Monday 5th December 2005; in particular, it was agreed that filming could extend to include the speeches made by the candidates for Chief Minister but not the open question periods.

THE STATES allowed the Treasurer of the States to be present in the Chamber during the consideration of the Budget.

THE STATES resumed consideration of the Budget for the financial year commencing 1st January 2006, and, in particular, the estimates of revenue expenditure and income of the Health and Social Services Committee, and rejected an amendment of Senator Richard Joseph Shenton, (P.259/2005 – Budget 2006: amendment, lodged "au Greffe" on 1st November 2005), that on page 4 of the Budget Report 2006 the estimates of revenue expenditure of the Health and Social Services Committee be increased from £132,419,500 to £ 132,799,500 by adding £380,000 to enable more children in need of care to be placed in family-based care instead of residential units.

THE STATES noted that following the rejection of the amendment of Senator Richard Joseph Shenton, he had withdrawn his amendment, (P.259/2005 – Budget 2006: amendment, lodged "au Greffe" on 1st November 2005), that on page 2 of the Budget Report 2006 the estimates of income from Indirect Taxation be increased by not introducing a discounted rate of Vehicle Registration Duty for imported second-hand vehicles, in order to enable more children in need of care to be placed in family-based care instead of residential units, by increasing the estimate of income from Vehicle Registration Duty from £3,101,000 to £3,481,000.

THE STATES, having further considered the estimates of the revenue expenditure and income of the Health and Social Services Committee, decided to allow the said estimates as detailed in the undermentioned pages of the Budget 2006 Committee Annex as follows –

THE STATES commenced consideration of the estimates of the revenue expenditure and income of the Employment and Social Security Committee together with an amendment of Deputy Terence John Le Main of St. Helier, (P.272/2005 – Budget 2006: fourth amendment), that on page 4 of the Budget Report 2006 the estimates of revenue expenditure of the Employment and Social Security Committee be increased from £85,751,200 to £86,451,200 by adding £700,000 to enable the provision of free television licences for those aged 75 and over living in domestic accommodation, and adopted a proposition of the Deputy of St. Johnthat, in accordance with Standing Order 27, the States move to the consideration of the next item on the Order Paper.

THE STATES commenced consideration of an amendment of Senator Michael Edward Vibert , (P.266/2005 – Budget 2006: second amendment, lodged "au Greffe" on 8th November 2005), that on page 4 of the Budget Report 2006 the estimates of revenue expenditure of the Employment and Social Security Committee be increased from £85,751,200 to £86,051,200 by adding £300,000 to enable the provision of free television licences for those aged 75 and over living in domestic accommodation whose income was less than £20,720 for a married couple and £12,770 for a single person, and rejected a proposition of Deputy Maurice François Dubras of St. Lawrence that, in accordance with Standing Order 27, the States move to the consideration of the next item on the Order Paper.

The Bailiff retired from the Chair during consideration of the amendment to the estimates of the revenue and income expenditure of the Employment and Social Security Committee by Senator Michael Edward Vibert , (P.266/2005 – Budget 2006: second amendment, lodged "au Greffe" on 8th November 2005), and after members had voted on the proposition of Deputy Maurice François Dubras of St. Lawrence that, in accordance with Standing Order 27, the States move to the consideration of the next item on the Order, and the meeting continued under the presidency of Mr. Michael Nelson de la Haye, Greffier of the States.

THE STATES, having adopted a proposition of Senator Jean Amy Le Maistre that they reconvene at 9.00 a.m. the next day, then adjourned having agreed to continue consideration of outstanding matters in the Budget and other items of public business on Thursday 1st December 2005.
