Business Plan A1.  The Committee noted that the Chairman had met the Minister for Treasury and 2007: Resources regarding the funding of the fifth Scrutiny Panel and had discussed the amendment. possibility that such funding might be achieved by means of an amount to be carried 1038/1/1/62(1) forward from the year-end 2006, although the Chairman had expressed concern that

this would not provide the necessary certainty from the beginning of the year.

It was recognised that the Minister was supportive of the amendment to the Business Plan  2007  (P.92/2006)  being  proposed  by  the  Committee  given  that  it  did  not increase the bottom line', but sought a reduction in expenditure of the Ministries. The Minister had asked that a baseline budget be established for Scrutiny for 2008 and beyond, and the Chairman had indicated that it would be some time before a definitive budget could be determined because of States work being on a 3-year cycle, although it was considered that this might be possible for 2009.

The  Committee  approved  its  draft  amendment  to  the  Business  Plan  2007, together with the accompanying report, and decided to lodge it au Greffe' at the earliest opportunity on the basis that it would be taken into consideration by the States on the date agreed for debate of P.92/2006.
