Scrutiny: creation A1.  The  Committee,  with  reference  to  its  Minute  No.  A3  of  5th  April  2006, of fifth panel - received  and  considered  a  report  and  proposition  prepared  by  the  Chairman's prepare Committee in connexion with the proposed split of the Social Affairs Scrutiny Panel amendments to and the establishment of a fifth Scrutiny Panel.

Standing Orders.

450/2(4) The Committee recalled that it had agreed that the Chairman's Committee should Encl. bring a proposition to the States asking them to agree to the principle of a fifth

Scrutiny  Panel.  In  order  to  progress  the  establishment  of  the  fifth  panel  the Committee  was  requested  to  consider  preparing  and  bringing  forward  draft amendments  to  Standing  Orders  in  time  for  debate  on  18th  July  2006.  The Committee, having considered the matter, agreed that the Law Draftsman should be requested to prepare the necessary amendment to Standing Orders for consideration at its next meeting.

Senator M.E. Vibert requested that his dissent from this decision be recorded. The Greffier of the States was requested to take the necessary action.
