PRIVILEGES AND PROCEDURES COMMITTEE (31st Meeting)

29th November 2006

Ministerial A1.  The Committee, with reference to its Minute No.  A1 of 6th November 2006, Government: recalled that the States, on 21st November 2006, had adopted a report and proposition review of the first of Senator B.E. Shenton (P.77/2006) and had requested the Privileges and Procedures 12 months Committee to present to the States as soon as practicable and no later than 30th June (P.77/2006: 2007 a report reviewing the first 12 months of Ministerial Government, together with Amendment). any recommendations for improvement, following consultation with the Council of 465/1(77) Ministers, Members of the States and any other interested parties, and to include

comment on the operation of both the Council of Ministers and Scrutiny, examining the strengths and weaknesses of current processes and paying particular attention to the structure of the Strategic Plan, its relevance and its separation from the States' Business Plan.

The  Chairman  outlined  his  belief  that  the  review  body  to  be  appointed  should comprise 3 persons and that its membership should represent a balance as between Executive and non-executive Members, and should specifically include a Scrutiny Member,  with  all  3  members  to  be  drawn  from  the  Privileges  and  Procedures Committee.

The Committee agreed to appoint its Chairman as independent Chairman of the review body; and further agreed that it was minded to appoint Senator M.E. Vibert (Minister for Education, Sport and Culture) - subject to his resignation from the States Employment Board - and Deputy J. Gallichan (currently a member of the Corporate Services Scrutiny Panel) - subject to her move to a different Scrutiny Panel - as members.

It was noted that the majority of the administrative support to the review body would be provided by the Greffier of the States or the Deputy Greffier of the States.

The Committee agreed to give further consideration to this matter once the situation regarding the availability of Senator Vibert and Deputy Gallichan had been established.
