Social Affairs A1.  The  Committee,  with  reference  to  its  Minute  No.  A9  of  31st  May  2006, Scrutiny Panel: considered its response to P.64/2006 entitled Social Affairs Scrutiny Panel: division division to create to create a fifth scrutiny panel' which had been lodged au Greffe' by the Chairmen's a fifth scrutiny Committee on 26th May 2006, and was due to be debated on 18th July 2006.

- Comment. The Committee decided to comment as follows - 516(1)

T h e  Privileges  and  Procedures  Committee  is  happy  to  carry  out  the requirements in this proposition, however the Committee believes that the creation of a fifth panel will be entirely dependent on the approval of the necessary funding for 2007 and beyond in the Annual Business Plan. As a result the Committee does not believe that the necessary amendments to Standing Orders to give effect to the proposal should come into force until after  the  debate  on  the  Annual  Business  Plan  has  been  completed  and additional funding agreed by the States.

T h e Committee would stress that there is no scope within the existing budget

of the States Assembly and its services to meet the cost of a fifth Panel and additional funding would need to be found, either by reprioritising other areas of States' expenditure or by increasing overall expenditure, if this proposition is adopted.'

The Greffier of the States was requested to arrange for the Committee's comments to be presented for consideration by the States on 18th July 2006.

States Assembly A2.  The  Committee,  with  reference  to  its  Minute  No.  A4  of  3rd  May  2006, Budget 2007. received  and  considered  a  draft  narrative  to  accompany  the  2007-2009  States 422/10/1(80) Assembly Budget figures to be included in the forthcoming budget book.

The Committee was advised that the budget was presented under the title States Assembly and its Services' as it appeared in the Public Finances (Jersey) Law 2005. The narrative provided for the higher level aims and objectives to be delivered under the States Assembly budget and supported the 2007 cash limit intimated by the Council of Ministers, including all efficiency savings and other adjustments. The Committee recalled that it had already approved its 2007 cash limit and the Deputy Chairman had, under the Committee's authority, approved the final budget details in accordance with this agreed cash limit.

The Committee approved the draft narrative and the Assistant Greffier of the States was requested to take the necessary action.
