Ministerial A1. The Committee, with reference to its Act No. A1 of 29th November 2006, Government: recalled that it had appointed its Chairman - Connetable D.F. Gray of St. Clement - review of the first as the independent Chairman of the body which was to undertake a review of the 12 months - first 12 months of Ministerial Government, in accordance with the wishes of the appointment of States arising from the adoption of P.77/2006.

465/1(77) The Committee, having noted that Senator M.E. Vibert had discussed the matter of his  proposed  appointment  to  the  review  body  with  the  Council  of  Ministers,

accordingly confirmed his appointment. Having noted the circumstances of Deputy J.  Gallichan's  Scrutiny  Panel  membership,  the  Committee  also  confirmed  her appointment to the review body.

The Committee agreed that the date for the first meeting of the review body should be determined by its members in due course and expressed the hope the review would commence shortly.

The Committee was aware that Senator B.E. Shenton had lodged au Greffe' a report and proposition (P.145/2006) which sought the agreement of the States to the introduction of a number of electoral reforms which encompassed some of the reforms presently under consideration by the Committee. Having recognised that the Senator's projet had been set down for debate on 30th January 2007 and that he had participated in a poorly-attended public meeting in St. Clement at which his proposals had been discussed, the Committee agreed that Senator Shenton should be provided - prior to its presentation to the States - with a copy of the final version of the Committee's report for his information, with a view to securing his agreement to request the States to defer consideration of his projet until a later date; or even to withdraw it. Furthermore, the Committee agreed that - even at this late stage - it would be prepared to incorporate in its report options proposed by Senator Shenton, if he so agreed.

The Greffier of the States was requested to approach Senator Shenton in order to outline the Committee's proposals and to seek his agreement to deferring debate on P.145/2006.

The Committee agreed to proceed with the presentation of its report to the States - either as presently agreed or with the addition of Senator Shenton's proposals - on 8th December 2006.
