Strategic Plan 2006 to 2011 – P.40/2006 Addendum and Amendments

THE STATES resumed consideration of a proposition of the Council of Ministers, as amended, concerning the Strategic Plan 2006 to 2011 and, following further discussion, rejected a proposition of the Connétable of Grouville that, in accordance with the provisions of Standing Order 84, the debate be closed.

THE STATES, adopting a proposition of the Council of Ministers, as amended, –

( a ) in accordance with Article 18(2)(e) of the States of Jersey Law 2005, approved, in principle, the

statement of the common strategic policy of the Council of Ministers as set out in the Vision on page 5, the Council's Top Priorities on pages 14 and 15 and the six Commitments and associated outcomes and initiatives on pages 21 to 54, of the Strategic Plan 2006 to 2011 attached as an Appendix; and,

( b ) charged the Council of Ministers to prepare and present to the States, as part of the Annual Business

Plan for each of the years covered by the Plan, the projected financial and manpower consequences of the initiatives for each of the years covered by the Strategic Plan 2006 to 2011.

Change in Presidency

The Deputy Bailiff assumed the presidency prior to members voting on the proposition, as amended, of the Council of Ministers concerning the Strategic Plan 2006 to 2011, (P.40/2006 lodged "au Greffe" on 10th April 2006), and the meeting continued under his presidency.

Solid Waste Strategy: locations for proposed facilities – P.45/2006 – withdrawal of paragraph (b)

THE STATES noted that, in accordance with the provisions of Standing Order 34(1), the Minister for Transport and Technical Services had withdrawn paragraph (b) of the proposition concerning Solid Waste Strategy: locations for proposed facilities, (P.45/2006 lodged "au Greffe" on 11th April 2006).

Solid Waste Strategy: locations for proposed facilities – P.45/2006 Amendments

THE STATES commenced consideration of paragraph (a) of a proposition of the Minister for Transport and Technical Services concerning a Solid Waste Strategy, having noted that paragraph (b) had been withdrawn by the Minister, and adopted an amendment of Deputy Robert Charles Duhamel of St. Saviour that in paragraph (a), for the words"to agree that the proposed Energy from Waste Plant", there be substituted the words "to refer to their Act dated 13th July 2005 in which they agreed that the then Environment and Public Services Committee be charged to investigate fully alternative and conventional technologies to provide the final disposal route for the residual waste remaining following the implementation of the systems and facilities agreed for the recycling and composting of waste, and charged the then Committee to recommend a preferred solution for a replacement of the Bellozanne incinerator to the States with an accompanying cost/benefit analysis, environmental and health impact assessment no later than December 2008; and to agree that any such technologies for the final disposal route for the residual waste".
