THE STATES, adopting a proposition of the Minister for Transport and Technical Services, as amended, referred to their Act dated 13th July 2005, in which they agreed that the then Environment and Public Services Committee be charged to investigate fully alternative and conventional technologies to provide the final disposal route for the residual waste remaining following the implementation of the systems and facilities agreed for the recycling and composting of waste, and charged the then Committee to recommend a preferred solution for a replacement of the Bellozanne incinerator to the States with an accompanying cost/benefit analysis, environmental and health impact assessment no later than December 2008; and agreed that any such technologies for the final disposal route for the residual waste to replace the existing Bellozanne Plant should be located at La Collette  II reclamation site immediately to the south of the Jersey Electricity Company Power Station, shown as Area  1 on the attached plan (Drawing No.  10180/S002), subject to Environmental Impact Assessment and Planning approval.

The Bailiff assumed the Presidency during consideration of the proposition of the Minister for Transport and Technical Services concerning a Solid Waste Strategy: locations for proposed facilities, as amended, (P.45/2006 lodged "au Greffe" on 11th April 2006), and the meeting continued under his Presidency.

THE STATES, in pursuance of Article  2 of the European Communities Legislation (Implementation) (Jersey) Law 1996, made Regulations entitled the Non-Commercial Movement of Pet Animals (Jersey) Regulations 2006.

Jersey Financial Services Commission: appointment of Commissioner P.66/2006

THE STATES commenced consideration of a proposition of the Minister for Economic Development concerning the appointment of a Commissioner to the Jersey Financial Services Commission and, in accordance with Articles 3 and 4 of the Financial Services Commission (Jersey) Law 1998, relating to the appointment of Commissioners, and the provisions of Standing Order 82 relating to arrangements for conducting business in camera, the Presiding Officer ordered that all strangers withdraw from the precincts of the States and that the doors of the Chamber be closed.

THE STATES, having concluded the debate in camera and, in accordance with the provisions of Standing Order 82(3) requiring them to vote in public session, adopted the proposition of the Minister for Economic Development that, in pursuance of Article  3 of the Financial Services Commission (Jersey) Law 1998, Mr.  John Campbel Boothman be appointed as a Commissioner of the Jersey Financial Services Commission from 30th June 2006, to 30th June 2009.

The Deputy of Trinity and Deputy Ian Joseph Gorst of St.  Clement, in accordance with the provisions of Standing Order 106(b), both declared an interest not being of a direct financial nature.
