Senator Stuart Syvret presented to the States a petition on behalf of certain residents of, and visitors to, Jersey requesting that a total ban on the importation of fur and fur-trimmed products into Jersey, and on the sale in the Island of such products, should be implemented and requested the Ministers for Economic Development and Home Affairs, in consultation with other Ministers as appropriate, to bring forward for approval the necessary legislation to give effect to the ban.

Deputy Shona Pitman of St. Helier made a personal statement in the following terms –
" W hile advising the Assembly that I will be making a more in depth statement to the media, with your permission I nevertheless feel it is also necessary to make a brief response to the allegations of a conflict of interest brought against me in relation to the Jersey Youth Service, during the last States meeting. I am pleased to be able to confirm to members that the Bailiff has confirmed to me that I am not prevented from asking questions on this matter in the context of the Standing Orders that are currently in force.
F i rstly, far from any direct or otherwise pecuniary implications on which any complaint to the Privileges
and Procedures Committee regarding a conflict of interest' would hinge, I would reiterate that I have in fact, raised genuine concerns relating only to the following –
( i) the assurance of best value for Jersey tax-payers in the delivery and efficiency of a States' service
by enabling professional Youth Workers as our employees, to provide informal education; and,
( ii ) perhaps of even more importance, the protection of the interests and general health and safety of our
Island's young people making use of this excellent but much undervalued service.
T he Jersey Youth Service, for which I would like to point out that I worked for four years and so I am
very much aware of the issues it faces, is a community service providing much needed opportunities for thousands of our young people, with its main responsibility lying with this Government. I am a part of this Government.
F i nally, I would add only that I was elected by people who put their trust in me to represent them, and
with that responsibility comes a fundamental commitment to seek the truth. I may be a young woman and I may be a newcomer to this Assembly, but in terms of this obligation, this blonde is not for turning!"

THE STATES commenced consideration of a proposition of the Economic Affairs Scrutiny Panel concerning Jersey Post Incorporation: cost/benefit analysis, investigation and responsibilities of JCRA, and adopted a proposition of Deputy Geoffrey Peter Southern of St. Helier, Chairman of the Economic Affairs Scrutiny Panel, that Standing Order 84 relating to the proposal to close a debate be suspended for the duration of the debate.

THE STATES, following discussion, adopted a proposition of Deputy Alan Breckon of St. Saviour that, in accordance with Standing Order 81, they conduct part of the debate in camera, and the Bailiff , in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.

THE STATES rejected paragraph (d) of the proposition of the Economic Affairs Scrutiny Panel requesting them to –
( i) agree, in principle, that Article 8(1) of the Postal Services (Jersey) Law 2004, be amended to provide
that the Jersey Competition Regulatory Authority should no longer have a primary duty to perform its functions under the Law in such manner as to ensure that the company has sufficient financial resources to discharge its liabilities under securities issued by the Company to the States; and,
(i i) request the Minister for Economic Development to take the necessary action arising from
paragraph (i).

( i) agree, in principle, to amend Article 9(1) of the Postal Services (Jersey) Law 2004, to provide that
the States, and not the Minister for Economic Development, have the responsibility, in the public interest, to direct or guide' the Jersey Competition Regulatory Authority in relation to the implementation of any social or environmental policies in respect of postal services; and,
(i i) request the Minister for Economic Development to take the necessary action arising from
paragraph (i).

The Bailiff retired from the Chair during consideration of the proposition of the Economic Affairs Scrutiny Panel regarding Jersey Post Incorporation: cost/benefit analysis, investigation and responsibilities of JCRA, (P.61/2006 lodged "au Greffe" on 23rd May 2006), and the meeting continued under the presidency of Mr. Michael Nelson de la Haye, Greffier of the States.

THE STATES, with reference to their Act dated 28th March 2006, and in accordance with the provisions of Standing Order 74, resumed consideration of the Draft Postal Services (Transfer) (Jersey) Regulations 200-, and in pursuance of Articles 27, 28, 32, 34, 35, 36, 37, 38 and 83 of the Postal Services (Jersey) Law 2004, and Article 49 of the States of Jersey Law 2005, made Regulations, as amended by the Minister for Treasury and Resources, entitled the Postal Services (Transfer) (Jersey) Regulations 2006.
