Minutes. A1.  The Minutes of the meeting held on 17th October 2007 (Part A and Part B),

having been previously circulated, were taken as read and were confirmed.

Electoral reform: A2.  The Committee noted a letter, dated 18th October 2007, from Mr. A. Podger correspond-ence which  elaborated  upon  proposals  for  electoral  reform  previously  suggested  by received. members of the public.

The Committee concluded that the proposals were complicated and unworkable, and that - in the light of recent events in Scotland where a large number of voting ballot papers had been spoiled' - it considered that any voting system for Jersey should be kept simple and straightforward.

The Greffier of the States was asked to write to Mr. Podger accordingly. Matters for A3.  The Committee noted and/or agreed the following items for information -

information.

  1. t hat, with reference to its MinuteNo. A4of 17th October 2007, it had not yet been verified with the Dean that hecontinuedtobepreparedtomake himself available to any memberof the Assemblywhowishedto discuss with him inconfidence any personalmatters. The Greffier ofthe States undertook towrite to the Dean accordingly;
  2. t hat, with reference to its MinuteNo. A1 of 18thSeptember2007, the findings of the States of JerseyComplaints Board relating to a complaint "relating  to any  matter of administration  by any  Committee or Departmentof the States" presented to it in accordance with Article  9

of the Administrative Decisions (Review) (Jersey) Law 1982, as amended,

should henceforward be presented to the States without further reference to the Committee, although the Committee asked to receive an advance copy of the findings by e-mail on each occasion;

  1. the Committee agreed that its next meeting would be held on 14th November2007,commencingat9.30 a.m. in the Le Capelain Room, States Building, RoyalSquare. On the agendafor that meeting inter alia would betheoutcomeof the secondconsultationonthe Freedom of Information (Jersey) Law (R.60/2007); andDraftAmendment(No. 8) of the Standing Ordersof the States of Jersey(P.162/2007 - lodged au Greffe' on 23rd October2007bySenatorM.E. Vibert ).
