The Bailiff welcomed the Connétable of St. Saviour back to the Assembly following a period of absence through ill-health. He paid tribute to the Connétable 's courage and fortitude in dealing with his illness and, referring to his impending retirement, thanked him on behalf of the States for his services to the Island over many years and conveyed to him the best wishes of the Assembly for his retirement.
Composition of the States: referendum – P.86/2007
THE STATES, having resumed consideration of a proposition of Senator James Leslie Perchard concerning holding a referendum on the composition of the States, rejected the proposition of Deputy Paul Vincent Francis Le Claire of St. Helier that, in accordance with Standing Order 85(1), the States should move to consideration o the next item of business on the Order Paper.

THE STATES rejected a proposition of Senator James Leslie Perchard that –
( a ) a referendum should be held to seek the views of the electorate on 4 options for the future composition of
the States, namely –
(i ) a n Assembly comprised of the 12 Connétable s and 36 Deputies elected on a Parish or constituency
basis;
( ii ) a n Assembly comprised of the 12 Connétable s and 36 Deputies elected in 6 new large electora
districts;
(i ii ) a n Assembly comprised of 12 Senators elected on an Island-wide basis and 36 Deputies elected on a
Parish or constituency basis;
(i v ) a n Assembly comprised of 48 Deputies elected on a Parish or constituency basis;
( b ) the Privileges and Procedures Committee should be charged to bring forward for approval by the States,
at least 2 months before a referendum is held in accordance with paragraph (a)–
(i ) pr oposals regarding the precise boundaries and size of the proposed 6 large electoral districts;
( ii ) proposals on the distribution of Deputies' seats to ensure an allocation of seats across the
12 Parishes that is as equitable as possible;
( c ) no proposals asking the States to agree the categories of membership of the Assembly should be debated
until the result of the referendum referred to in paragraphs (a) and (b) above is known;
( d ) the Privileges and Procedures Committee should be charged to bring forward for approval the necessary
Act under the Referendum (Jersey) Law 2002 to enable the referendum to be held as soon as practicable;
( e ) as soon as reasonably practicable, all 48 members of the States should be elected on a single general
election day and for a common term of office of 4 years.

Composition and Election of the States Assembly: election for Connétable s – P.54/2007 Comments
THE STATES, adopting a proposition of the Comité des Connétable s –
( a ) agreed that the 12 parish Connétable s should all be elected on a single election day – (i ) fo r a term of office of 4 years;
(i i) w ith the first such election to take place in the autumn of 2008;
(i i i) o n a day that is neither an election day for Senators nor Deputies under the States of Jersey Law
2005;
(b ) requested the Privileges and Procedures Committee to bring forward for approval the necessary
legislation to give effect to the proposal including appropriate transitional arrangements to ensure that all 12 Connétable s can be elected on a single election day by December 2008 at the latest.

La Carrière redevelopment and rock face stabilisation works – P.78/2007 THE STATES, adopting a proposition of the Minister for Housing –
(a ) authorised the Public to enter into contracts or deeds of arrangement with the owners of various
properties forming parts of the northern, western and southern boundaries of La Carrière Estate, Grands Vaux, St. Helier; in order to redefine those boundaries prior to the stabilisation of the rock face;
( b ) agreed rights of access to undertake the stabilisation works, with the Public being responsible for any
costs associated with enclosing any of the boundaries and all resultant legal fees;
( c ) authorised the Attorney General and the Greffier of the States to pass the necessary contracts on behalf
of the Public of the Island.

The Bailiff retired from the Chair during consideration of La Carrière redevelopment and rock face stabilisation works (P.78/2007) and the Greffier of the States, Mr. Michael Nelson de la Haye, presided for the duration of thi item.

THE STATES, in pursuance of Article 4 of the Financial Services (Jersey) Law 1998, made Regulations entitled the Financial Services (Amendment of Law) (Jersey) Regulations 2007.
Jersey Financial Services Commission: appointment of Commissioner – P.88/2007
THE STATES commenced consideration of a proposition of the Minister for Economic Development concerning the appointment of a Commissioner to the Jersey Financial Services Commission and, in accordance with Articles 3 and 4 of the Financial Services Commission (Jersey) Law 1998, relating to the appointment of Commissioners, and the provisions of Standing Order 82 relating to arrangements for conducting business in camera, the Presiding Officer ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.
THE STATES, having concluded the debate in camera, and, in accordance with the provisions of Standing Order 82(3) requiring them to vote in public session, adopted the proposition of the Minister for Economic Development that, in pursuance of Article 3 of the Financial Services Commission (Jersey) Law 1998,Sir Nigel Wicks be appointed as a Commissioner of the Jersey Financial Services Commission for a period of 3 years.
Senator Ben Edward Shenton, in accordance with the provisions of Standing Order 106(b), declared an interest and withdrew from the Chamber during consideration of this matter.
