Prayers Appointment of Assistant Minister for Health and Social Services

The Minister for Health and Social Services advised the Assembly that, in accordance with Article  25(1)(a) of the States of Jersey Law 2005, he had appointed Senator James Leslie Perchard as Assistant Minister for Health and Social Services.

Vacancy in the Public Accounts Committee

In accordance with Standing Order 123(2) the Chairman of the Public Accounts Committee, having thanked Senator James Leslie Perchard for his contribution, gave notice that there was a vacancy in the membership of the Public Accounts Committee.

Vacancy in the Corporate Services Scrutiny Panel

In accordance with Standing Order 125(1) the Chairman of the Corporate Services Panel, having thanked Senator James Leslie Perchard for his contribution, gave notice that there was a vacancy in the membership of the Corporate Services Scrutiny Panel.

Draft Annual Business Plan 2008 – P.93/2007

THE STATES resumed consideration of paragraph  (a) of an amendment of the Public Accounts Committee which sought to amend paragraph  (b) of the draft Annual Business Plan 2008, and agreed that the Committee be permitted to withdraw the amendment.

Draft Annual Business Plan 2008 P.93/2007

THE STATES rejected paragraph  (a) of an amendment of the Minister for Education, Sport and Culture, that in paragraph  (b) of the draft Annual Business Plan 2008, after the words"set out in Summary Table C, page  45", there be inserted the following words –

" , except that the figure for total States net expenditure in 2008 shall be increased by £600,000, in 2009 by £1,519,000, in 2010 by £1,489,000 and in 2011 by £1,447,000 to extend opportunities for children aged three and four years to access free education, 20  hours per week, during term time, with this education being available to children after they reach their third birthday".

Deputy Deirdre Wendy Mezbourian of St. Lawrence in accordance with the provisions of Standing Order 106(c), declared an interest in the matter raised by the amendment of the Minister for Education, Sport and Culture, and withdrew from the Chamber prior to consideration of this item.

THE STATES rejected paragraph (a) of an amendment of Senator Ben Edward Shenton that in paragraph (b) o the draft Annual Business Plan 2008, after the words "set out in Summary Table C, page 45", there should be inserted the words –

" , except that the figure for total States net expenditure in 2009 shall be decreased by £150,000 and in 2010 by £250,000 by reducing the grant paid to the Jersey Competition Regulatory Authority".

THE STATES, adopting paragraph  (b) of the draft Annual Business Plan 2008, agreed that total States net expenditure for each of the years 2008 to 2012 would not exceed the amounts set out in Summary Table C, page 45, and agreed to request the Chief Minister to present Annual Business Plans to the States within these amounts, with any additional growth in the net revenue expenditure of a States funded body being offset by compensatory savings elsewhere within the total amounts.
