THE STATES resumed consideration of the draft Annual Business Plan 2008 and, adopting paragraph (c) approved the summary set out in the Summary Table A, page 43, being the gross revenue expenditure of each States funded body totalling £655,531,900, and having taken into account any income due to each of the States funded bodies, the net revenue expenditure of each States funded body totalling £559,654,400, to be withdrawn from the consolidated fund in 2008;

THE STATES, adopting paragraph  (c) of an amendment of the Public Accounts Committee, agreed that after paragraph  (c) of the draft Annual Business Plan 2008, there should be inserted a new paragraph  (d) as follows and the subsequent paragraphs should be renumbered accordingly –

" ( d) to agree that the Revenue Expenditure for Financial Forecast' as set out in the reconciliation to the Financial Forecast below Summary Table A was the figure that should be used on which to base Departmental comparatives in the States accounts for the year ended 31st December 2008;"

THE STATES, adopting paragraph  (d) of the draft Annual Business Plan 2008, approved the summary set out in Summary Table  B, page  44, being the estimated income and expenditure and estimated minimum contribution, i any, that each States trading operation was to make to the States consolidated fund in 2008.

THE STATES, adopting paragraph  (e) of the draft Annual Business Plan 2008, approved each of the capital projects in the recommended programme of capital projects for each States funded body for 2008, as set out in Summary Table  D, page  46 that required£42,441,000 to be withdrawn from the consolidated fund.

THE STATES noted that the Chairman of the Public Accounts Committee, in accordance with Standing Order 34 (1), had informed the Greffier that paragraph (e) of an amendment of the Public Accounts Committee to the draft Annual Business Plan 2008 had been withdrawn.

THE STATES commenced consideration of paragraph  (h) of the draft Annual Business Plan 2008 concerning the properties for disposal in 2008. Deputy Paul Vincent Francis Le  Claire of St.  Helier proposed that, in accordanc with Standing Order 79(2), the Corporate Services Scrutiny Panel consider having the matter referred to it.

After discussion, the States, having agreed that Deputy Paul Vincent Francis Le  Claire of St. Helier be permitted to withdraw the proposition that the Corporate Services Scrutiny Panel consider having the proposition referred to it, adopted paragraph  (h) of the draft Annual Business Plan 2008, and approved the schedule of properties for disposal in 2008 in the property plan, as detailed in Summary Table  K, page 53 of the report.

Expenditure approval for 2007: amendment – P.103/2007

THE STATES noted that the Minister for Treasury and Resources, in accordance with Standing Order 34(1), had informed the Greffier that paragraph (a) of the proposition concerning amendments to the expenditure approval for 2007 had been withdrawn.

THE STATES, adopting paragraph (b) of proposition of the Minister for Treasury and Resources, and in accordance with Article 11(8) of the Public Finances (Jersey) Law 2005, amended the expenditure approval for 2007, approved by the States on 13th September 2006, in respect of the Social Security Department head of expenditure, to permit the withdrawal of a maximum of an additional £2,649,800 from the consolidated fund for its net revenue expenditure in order to fund the additional costs of supplementation.

Public Accounts Committee: appointment of member

In  accordance  with the  provisions  of  Standing  Order 123(1),   Deputy Sarah  Craig  Ferguson  of St.  Brelade, Chairman of the Public Accounts Committee nominated Senator Leonard Norman as a member of the Public Accounts Committee.

There being no other nominations, the Bailiff declared that Senator Leonard Norman had been duly appointed as an elected member of the Public Accounts Committee.

Deputy K.C. Lewis of St.  Saviour asked a question of the Minister for Home Affairs regarding theprevention of illegal immigrants entering the United Kingdom via Jersey.

The Deputy of St.  Martin asked a question of the Minister for Home Affairs regardingan audit of the Criminal Justice Policy to ensure that the present prosecution arrangements in the Magistrate's Court and Parish Hall enquiries were Human Rights compliant.

The Deputy of St.  Martin asked a question of the Minister for Home Affairs regardingthe Articles within the States of Jersey Law 2005 and the Police Force (Jersey) Law 1974, which enabled her to charge the Jersey Live organisers for policing that event.

Deputy S.S.P.A. Power of St.  Brelade asked a question of the Minister for Home Affairs regarding a recent complaint of alleged blackmail that was made to the States of Jersey Police against certain principals of the Tax Justice Network.

Senator L. Norman asked a question of the Chairman of the Privileges and Procedures Committee regarding the legislation to give effect to the States decision to enable the Connétable s to be all elected on the same day for a term of office of 4 years.
