THE STATES rejected paragraphs (a) and (b) of the proposition of the Deputy of Grouville that the Minister for Planning and Environment should be requested to suspend all proposals for the rezoning of green field sites in the Green and Countryside zones for development purposes until the review of the Island Plan was completed and that the Ministers for Housing and for Planning and Environment should be requested to ensure that that no commitments or indications of ministerial or departmental support for individual applications for rezoning were expressed until the revised Island Plan was approved by the States.

THE STATES adopting paragraph (d) of the proposition of the Deputy of Grouville , agreed to request the
Minister for Planning and Environment –
(i ) t o p rioritise the Island Plan review process so as to minimise delay in bringing it forward for full
public consultation and eventual States debate;
(i i ) to ensure that consultation on the Island Plan review would take the form of a Green Paper',
presenting the people of the Island and States members with a full range of options from which to choose, with the options included taking fully into account and bringing into the public domain all available information relevant to the planning process;
( ii i) t o include within the Island Plan review process a managed exit strategy for the glasshouse
industry of Jersey so that redundant or derelict glasshouses were removed and the sites restored to open land, or, where appropriate, rezoned for housing;

THE STATES commenced consideration of the Draft Proceeds of Crime (Supervisory Bodies) (Jersey) Law 200- and adopted the principles.
THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted the Articles as amended by the following amendment of the Minister for Economic Development, that –
In Article 1(1) –
For the definition of "regulated person" there should be substituted the following definition –
" regulated person' means a person –
- w hoisnot a registered person;and
- w hocarries on –
- a regulated business;or
- a businesswhich is not a regulatedbusinessby virtue of –
- Article 4 or 5 ofthe Financial Services(Money Service Business (Exemptions))(Jersey)Order 2007, or
- paragraph 4 of the Schedule to the Financial Services (Trust Company Business (ExemptionsNo. 2))(Jersey)Order 2000.".
In Article 5(1) for the words "person carrying on a regulated business" there should be substituted the words "regulated person".
After Article 43 there should be inserted the following Article and the remaining Articles renumbered accordingly –

THE STATES rejected an amendment of the Deputy of St. Ouen that after Article 2 there should be inserted th following Article –
"* S chedule 1 amended: introduction of vehicle emissions duty
(1) I n Part 2 of Schedule 1 to the principal Law, after paragraph 7 there shall be added the following paragraph –
8 M otor vehicles
- I n this paragraph –
"established CO2 mass emission figure" means, in relation to a vehicle, the grams per kilometre of carbon dioxide emitted by the vehicle, established in accordance with sub-
paragraphs (5) and (6);
"LPV" means a light passenger vehicle, being a motor vehicle designed and constructed for the carriage of passengers and comprising no more than 8 seats in addition to the driver's seat;
"vehicle emissions duty" means the excise duty payable as described in Article 38(3) or (5).
- T herateof vehicle emissions duty charged on a motor vehicle is –
- i n the caseofanLPVwhichhas an establishedCO2 mass emission figureand which is first registered, whether in Jersey or outside Jersey, onor after 1st March 2001, the rate applicable in accordance with sub-paragraph (3);
- i n the caseofanyothermotorvehicle, the rate applicable in accordance with sub- paragraph (4).
- T herateof vehicle emissions duty applicable toanLPV first registered on or after 1st March 2001 is –
- i f theLPVhas not, atanytime, been registered outside Jersey, theamount (if any)
specified in column 2 of Table 1 for the LPV's established CO2 mass emission figure,
specified in column 1;
- if the LPV was registered outside Jersey, the amount (if any) specified in column 3, 4, 5 or 6 ofTable 1,according to the period withinwhich the LPVwa first registered outside Jersey, for the vehicle's established CO2mass emission
figure, specified in column 1.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Customs and Excise (Amendment No. 5) (Jersey) Law 200-.
THE STATES, in accordance with the provisions of Standing Order 80A and in pursuance of Article 19 of the Public Finances (Jersey) Law 2005, declared that the Bill entitled the Customs and Excise (Amendment No. 5) (Jersey) Law 200-, (P.31/2008 lodged "au Greffe" on 19th February 2008, by the Minister for Treasury and Resources) should immediately have effect as if it were a Law sanctioned by Her Majesty in Council.
Change of Presidency
The Greffier of the States retired from the Chamber during consideration of the Draft Customs and Excise (Amendment No. 5) (Jersey) Law 200- and the meeting continued under the Presidency of the Deputy Bailiff .
