Deputy S.S.P.A. Power of St.  Brelade asked the following question of the Minister for Home Affairs which the Bailiff had allowed in accordance with Standing Order 15 relating to urgent oral questions

" C an the Minister confirm whether the States of Jersey Police have received a complaint from a candidate in the St.  Helier No.  2 poll and what investigations into voting irregularities in any Deputies elections are being carried out?"

The Chief Minister made a statement regarding a meeting with H.M. Treasury on 27th November 2008.

The Minister for Home Affairs made a statement regarding the suspension of the Chief Officer of the States of Jersey Police.

THE STATES noted that, in accordance with Article 9(4) of the Police Force (Jersey) Law 1974, the discussion of this matter had to take place in camera. In accordance with Standing Order 82, the Bailiff ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed for the duration of the discussion.

THE STATES, adopting a proposition of Connétable Alan Simon Crowcroft of St.  Helier, agreedthat Standing Order 68(3) be suspended in order to remove the 10  minute time limit normally allowed during a meeting for questions, relating to the contents of a statement, to be asked and answered.

Senator S. Syvret asked a question of the Minister for Home Affairs regarding the suspension of the Chief Officer the States of Jersey Police and this was also dealt with in camera, in accordance with Article 9(4) of the Police Force (Jersey) Law 1974.

The Chief Minister made a statement outlining the latest Tax Information Exchange Agreements (TIEAs).

Draft Budget Statement 2009 P.158/2008

THE STATES commenced consideration of the Draft Budget Statement 2009.

THE STATES rejected an amendment of Deputy Sarah Craig Ferguson of St. Brelade that after the words"as set out in the Budget Statement" there should be inserted the words "except that income tax exemption thresholds for the year of assessment 2009 shall be increased by 5.4% rather than by 5% as proposed by the Minister."

The Bailiff retired briefly from the Chamber during consideration of the amendment of Deputy Sarah Craig Ferguson of St.  Brelade and the meeting continued under the presidency of Mrs.  Anne Helen Harris , Deputy Greffier of the States, until his return.

THE STATES commenced consideration of an amendment of the Deputy of St. Ouen and, having noted that in accordance with Standing Order 34(1) paragraph (a) had been withdrawn, rejected the amendment that after the words "as set out in the Budget Statement" there should be inserted the words –

"except that the progressive withdrawal of income tax allowances and reliefs as part of the '20 means 20' proposals approved by the States on 18th July 2006 shall be suspended for one year with no withdrawal for the year of assessment 2009".
