New members – welcome
The Bailiff welcomed to the Assembly the newly-elected members of the States.
Referendum result
The Bailiff informed the Assembly that, in accordance with Article 30 of the Referendum (Adoption of Central European Time) (Jersey) Act 2008, the Greffier of the States had collated the results of the referendum on Central European Time held on 15th October 2008. There had been 55,528 electors registered to vote and 23,969 votes had been cast, representing a 43.4% turnout. There had been 175 invalid votes.
There had been 23,794 valid votes. 6,564 electors voted YES whilst 17,230 voted NO in response to the question "Do you think that Jersey should adopt Central European Time?"

THE STATES noted that, in accordance with the provisions of Standing Order 115(1), two nominations had been received by the Greffier of the States for the office of Chief Minister designate as follows –

In accordance with the provisions set out in Standing Order 116, the Bailiff invited the Greffier of the States to read out the nominations, following which lots were drawn to determine the order in which the candidates would speak for a period up to 10 minutes and be questioned thereafter for a period of up to 40 minutes by elected members; Senator Terence Augustine Le Sueur was drawn first and Senator Alan Breckon was drawn second. Each candidate withdrew from the Chamber while the other spoke and answered questions during the periods allotted.
THE STATES, having proceeded to a secret ballot, were informed of the results by the Bailiff as follows –
