Code of conduct: A1.  The  Committee,  with  reference  to  its  Minute  No.  B3  of  1st  May  2009, email sent by considered a draft report to the States in connexion with the decision of Deputy S. Deputy S. Pitman to send an e-mail entitled "A lesson in human rights for William" to all States Pitman. email users on 18th March 2009.

The Committee accordingly approved the draft report entitled: Use of the States e- mail system,' and requested that it be presented to the States in early course.

The Committee Clerk was directed to take the necessary action.

Conduct of A2.  The  Committee,  with  reference  to  its  Minute  No.  B4  of  1st  May  2009, Senators J.L. considered a draft report to the States in connexion with the States debate of 10th Perchard and S. March 2009 and an episode which took place during the sitting in which Senator S. Syvret during the Syvret argued that Senator J.L. Perchard had made certain utterances to him.

10th March 2009. The Committee agreed that the draft report should be amended to include reference to 1240/9/2(53) the fact that the Committee did not have evidence to suggest Senator Perchard had 1240/9/2(54) misled the Assembly when he said: I absolutely refute that. I am just fed up with this

man making up allegations against people. I just wish he would not,' but had made the statement to highlight that he had not said those particular words.

The Committee accordingly approved the draft report entitled: Incident in the States Chamber between Senators J.L. Perchard and S. Syvret' as amended, and requested that it be presented to the States in early course.

The Committee Clerk was directed to take the necessary action.
