THE STATES, adopting a proposition of the Minister for Treasury and Resources, agreed to refer to their Act dated 5th December 2006 in which they approved the establishment of a Stabilisation Fund, the purpose of which was to make fiscal policy more counter-cyclical and create in the Island a more stable economic environment with low inflation; and further agreed –

  1. to transfer the £18 million surplus funds currently available from the special fund known as the Dwelling House Loans Fund established under the Building Loans (Jersey) Law 1950 to the Stabilisation Fund;
  1. in accordance with Article 4A(2) of the Public Finances (Jersey) Law 2005, to transfer £44 million from the Stabilisation Fund to the Consolidated Fund to provide funding for the proposed discretionary economic stimulus package (following advice from the independent Fiscal Policy Panel) and also to earmark the balance of £112 million in the Stabilisation Fund to cover the impact of the economic downturn on States finances (where tax income was lower and expenditure on items such as income support would be higher – the so-called automatic stabilisers) forecast for 2010 and 2011;
  2. in accordance with Article 11(8) of the Public Finances (Jersey) Law 2005, to amend the expenditure approval for 2009 approved by the States on 23rd September 2008 in respect of the Treasury and Resources Department to permit the withdrawal of up to £44 million from the Consolidated Fund to be re-allocated for the net revenue expenditure of a number of departments in order to fund the proposed discretionary economic stimulus package with the funding only being made available to departments from the allocation following referral to the Corporate Services Scrutiny Panel and by public Ministerial Decision of the Minister for Treasury and Resources.

Lieutenant Governors of Isle of Man and Guernsey – welcome

The Presiding Officer, on behalf of all members, welcomed His Excellency Vice-Admiral Sir Paul Haddacks, Lieutenant Governor of the Isle of Man, and His Excellency Vice-Admiral Sir Fabian Malbon, Lieutenant Governor of Guernsey, who were present in the public gallery, accompanied by His Excellency the Lieutenant Governor, Lieutenant-General Andrew Peter Ridgway, C.B., C.B.E.

Assistant Minister for Planning and Environment – appointment

The Minister for Planning and Environment advised the States that he had appointed Deputy Robert Charles Duhamel of St. Saviour as the Assistant Minister for Planning and Environment, with specific responsibility for environmental matters. The Planning Applications Panel would be chaired by the Connétable of Trinity . The Minister paid tribute to his former Assistant Minister, the Deputy of Trinity and he wished her every success in her new role as Minister for Health and Social Services.

THE STATES, in pursuance of Articles 9 and 36 of the Health Insurance (Jersey) Law 1967 and Articles 8 and 18 of the Income Support (Jersey) Law 2007, made Regulations entitled the Health Insurance and Income Support (Influenza) (Jersey) Regulations 2009.

Arrangement of public business for future meetings

THE STATES, adopting a proposition of the Chairman of the Privileges and Procedures Committee, agreed  that,  should  consideration  of  the  States  Strategic  Plan  2009 – 2014  (P.52/2009),  and  the amendments  to  the  same,  extend  into  the  3 days  set  aside  for  the  meeting  of  2nd  June  2009,  the outstanding items of public business from that meeting's Order Paper would be moved automatically to the meeting of 16th June 2009.
