THE STATES, adopting a proposition of the Chief Minister, agreed to refer to their Act dated 13th May 2009 in which they agreed that a Committee of Inquiry should be established in accordance with Standing  Order  146  to  investigate  all  planning  matters  relating  to  the  various  relevant  planning applications made by, or on behalf of, Reg's Skips Ltd. in connection with the activities of the company as skip operators and appointed the following persons as members of the Committee of Inquiry –

  2. Mr. Edward George Trevor M.B.E.,
  3. Mr. Richard Huson;

and agreed, in accordance with Standing Order 146(5)(b) and (c) –

Jersey Financial Services Commission – appointment of Commissioners P.164/2009

THE STATES commenced consideration of a proposition of the Minister for Economic Development regarding  the  reappointment of Commissioners for the Jersey Financial Services Commission. The Bailiff , in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.

THE STATES, having concluded the debate in camera, proceeded to vote in public assembly and, adopting paragraph (a) of the proposition of the Minister for Economic Development, agreed, in pursuance of Article 3 of the Financial Services Commission (Jersey) Law 1998, to appoint for a period of 3 years with effect from 23rd October 2009, Mr. John Frederick Mills, C.B.E., as a Commissioner of the Jersey Financial Services Commission.

Annual Business Plan 2009: variation in respect of pay freeze – rescindment P.143/2009

THE STATES commenced consideration of a proposition of Deputy Shona Pitman of St. Helier concerning the rescindment of its decision to remove the £3,501,600 allocation in the 2009 Annual Business Plan set aside for the 2009 pay award for public sector pay groups and an amendment of Deputy Jeremy Martin Maçon of St. Saviour that in paragraph (b) after the words "for public sector pay groups" there should be inserted the words "for all full-time employees earning over £32,240 per annum and all part-time employees earning over the relevant pro-rata equivalent of this amount".

THE STATES, having noted that there contained a minor typographical error within the amendment, agreed, in accordance with Standing Order 26(8), to adopt an amendment of Deputy Jeremy Martin Maçon of St. Saviour that in paragraph (b) for the word over' there should be substituted the words up to' in both places where it appeared.

THE STATES, adopting a proposition of Deputy Roy George Le Hérissier of St. Saviour , agreed, in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of the amendment of Deputy Jeremy Martin Maçon of St. Saviour , as amended, to paragraph (b) of the proposition of Deputy Shona Pitman of St. Helier .
