THE STATES, having commenced consideration of paragraph (b) of the Draft Annual Business Plan 2010, to approve the summary set out in Part Three of the report Summary Table A, page 94, being the gross revenue expenditure of each States funded body and, based on a public sector pay freeze for the period from 1st June 2009 to 31st May 2010 and an increase of 2.8% for the period from 1st June 2010 to 31st May 2011, totalling £719,747,900, and having taken into account any income due to each of the States funded bodies, the net revenue expenditure of each States funded body totalling £619,303,900, to be withdrawn from the consolidated fund in 2010, commenced consideration of an amendment of Deputy Trevor Mark Pitman of St. Helier that that in paragraph (b) after the words "withdrawn from the consolidated fund in 2010", there should be inserted the words –
"except that the net revenue expenditure of the Chief Minister's Department shall be decreased by £203,000 by disbanding the Communications Unit".
In accordance with Standing Order 106(1)(b) Senator Alan Breckon, Deputy Ian Joseph Gorst of St. Clement , Deputy John Benjamin Fox of St. Helier and the Deputy of St. John declared an interest but remained in the Chamber for the duration of the debate on paragraph (b) of the Draft Annual Business Plan 2010 and related amendments.
Changes in Presidency
The Bailiff briefly retired from the Chamber during consideration of the amendment of Deputy Trevor Mark Pitman of St. Helier to paragraph (b) of the Draft Annual Business Plan 2010 and the meeting continued under the presidency of Mr. Michael Nelson de la Haye, Greffier of the States until his return.

THE STATES adjourned, having agreed to reconvene on Thursday 24th September 2009 to continue consideration of the Draft Annual Business Plan 2010.
