Draft Annual Business Plan 2010 P.117/2009

THE STATES resumed consideration of paragraph (b) of the Draft Annual Business Plan 2010 (P.117/2009) and an amendment of Deputy Trevor Mark Pitman of St. Helier that in paragraph (b) after the words "withdrawn from the consolidated fund in 2010", there should be inserted the words –

"except that the net revenue expenditure of the Chief Minister's Department shall be decreased by £203,000 by disbanding the Communications Unit".

THE STATES, adopting a proposition of Senator James Leslie Perchard agreed, in accordance with the provisions of Standing Order 84, that the amendment of Deputy Trevor Mark Pitman of St. Helier to paragraph (b) of the Draft Annual Business Plan 2010 should be put to the vote.

THE STATES, adopting a proposition of the Chief Minister, agreed, in accordance with the provisions of Article 11(5) of the Public Finances (Jersey) Law 2005, to consider his amendment to paragraph (b) of the Draft Annual Business Plan 2010, as amended at the present meeting.

THE STATES commenced consideration of an amendment of Deputy Shona Pitman of St. Helier to paragraph (b) of the Draft Annual Business Plan 2010, and, agreed to suspend Standing Order 106(a) to enable them to discuss a matter in which they had a direct financial interest.

THE STATES commenced consideration of an amendment of the Deputy of St. Mary that in paragraph (b) of the Draft Annual Business Plan 2010, after the words "withdrawn from the consolidated fund in 2010", there should be inserted the words –

"except  that  the  net  revenue expenditure of the States Assembly and its Services shall be increased by £100,000 for funding facilities and resources for the work of members in their capacity as private members."

THE STATES, following discussion, granted leave to the Deputy of St. Mary to withdraw his amendment to paragraph (b) of the Draft Annual Business Plan 2010.

THE STATES, adopting paragraph (b) of the Draft Annual Business Plan 2010, as amended, agreed to approve the summary set out in Part Three of the report Summary Table A, page 94, being the gross revenue expenditure of each States funded body and, based on a public sector pay freeze for the period from 1st June 2009 to 31st May 2010 and an increase of 2.8% for the period from 1st June 2010 to 31st May 2011, totalling £719,747,900, and having taken into account any income due to each of the States funded bodies, the net revenue expenditure of each States funded body totalling £619,303,900, to be withdrawn from the consolidated fund in 2010, except that the net revenue expenditure of the Health and Social Services Department should be increased by £475,000 to provide funding for adult respite care and by an additional £1,100,000 and the net revenue expenditure of the States Assembly and its services should be decreased by £11,300 through the cessation of free lunches for States members on States meeting days and the cessation of free sandwich lunches during all meetings of scrutiny panels, the Public Accounts Committee and the Privileges and Procedures Committee.

THE STATES commenced consideration of paragraph (c) of the Draft Annual Business Plan 2010 to approve the summary set out in Part Three of the report Summary Table B, page 95, being the estimated income and expenditure and estimated minimum contribution, if any, that each States trading operation is to make to the States consolidated fund in 2010.

THE STATES, adopting an amendment of the Deputy of Grouville , agreed that in paragraph (c) of the Draft Annual Business Plan 2010, after the words "to make to the States consolidated fund in 2010", there should be inserted the words –

"except that the Financial Return to the States from the trading operation known as Jersey Car Parking shown in Summary Table B shall be increased by £500,000 with consequential amendments to the balances of the associated Trading Fund shown in the said Table".

THE STATES commenced consideration of paragraph (d) of the Draft Annual Business Plan 2010 to approve each of the capital projects in the recommended programme of capital projects for each States funded body for 2010, as set out in Part Three of the report Summary Table D, page 97, that required £34,587,000  to  be  withdrawn  from  the  consolidated  fund  and  granted  leave  of  the   Connétable  of St. Helier  to  withdraw  his  amendment  to  paragraph (d) that  after  the  words  "withdrawn  from  the consolidated fund", there should be inserted the words –

"except that the allocation for the item T&R (PH) Backlog Maintenance' under the heading Earmarked Funds and Rolling Allocations' shall be reduced by £400,000 and the following new item shall be added to Table D under the same heading –

THE STATES granted leave of Deputy Shona Pitman to withdraw her amendment to the amendment of Deputy Geoffrey Peter Southern of St. Helier that in paragraph (d) of the Draft Annual Business Plan 2010, for the figure "£10,000,000" under the heading Proposed Allocation' there should be substituted the  figure  "£12,000,000"  and  for  the  figure  "£44,587,000"  there  should  be  substituted  the  figure "£46,587,000".

Adjournment

THE STATES adjourned, having adopted a proposition of the Connétable of St Mary that it would reconvene at 9.30 a.m. on Friday 25th September 2009 and adhere to the usual hours of business.

THE STATES agreed that should the consideration of the Draft Annual Business Plan not be concluded by 5.30 p.m. the Assembly would reconvene at 9.30 a.m. on Monday 5th October 2009.
