THE STATES resumed consideration of the States Strategic Plan 2009 – 2014, and, adopting an amendment of Deputy Geoffrey Peter Southern of St. Helier , agreed that after the words "attached as Appendix 1" there should be inserted the words –
(d) for Priority 5 there should be substituted the following Priority – "5. Limit population growth.";
and consequential changes made to the wording of the Priorities where they appeared in other parts of the Plan.".

THE STATES rejected an amendment of Deputy Geoffrey Peter Southern of St. Helier that after the words "attached as Appendix 1" there should be inserted the words –
", except that in Priority 5 on page 17, in the section entitled "What we will do" –
- in the first bullet point, the words "there is" should be deleted and after the word "levels" the words "is brought to the States for agreement within 6 months of the acceptance of the Strategic Plan" added;
- in the second bullet point, the word "100,000" should be deleted and substituted with the words "levels set by the States";
- in the second bullet point, the words "between 150 and 200 heads of household per annum in the long-term" should be deleted and substituted with the words "agreed by the States";

THE STATES noted that, in accordance with the provisions of Standing Order 70(1A), as the Connétable of St. Helier had been excused attendance from the States, the Chief Minister had been requested by the Connétable to propose his amendment to the Strategic Plan that after the words "attached as Appendix 1" there should be inserted the words –

• Introduce procedures to allow access to the Courts for registered members of the media in relation to cases involving children to bring greater openness to the family courts.

THE STATES, adopting an amendment of Deputy Trevor Mark Pitman of St. Helier , agreed that after the words "attached as Appendix 1" there should be inserted the words –
", except that in Priority 12 on page 26, in the section entitled "Why we must do this", after the fourth bullet point, there should be inserted the following new bullet point –
• We must recognise that not all young people are suited to, or wish to, pursue a career in finance and pro-actively target our education curriculum accordingly.".
THE STATES commenced consideration of an amendment of Deputy Shona Pitman of St. Helier that after the words "attached as Appendix 1" there should be inserted the words –
", except that in Priority 12 on page 26, in the section entitled "What we will do", after the fourth bullet point, there should be inserted the following new bullet point –
"Bring forward legislation to give the Jersey Youth Service statutory status, bringing it into line with the United Kingdom, to ensure the benefits of informal education are both protected and fully utilised. (ESC)".
