Urgent Oral Question

Deputy T.M. Pitman of St. Helier asked the following question of the Chief Minister which the Bailiff had allowed in accordance with Standing Order 15 relating to urgent oral questions –

"Would the Chief Minister advise whether discussions have taken place amongst Ministers to reduce the number of Departments and outsource and privatise many essential areas including taxation and, if so, will he advise why these proposals were not made available to States members in order that the Annual Business Plan could be debated meaningfully?"

Jersey Financial Services Commission: appointment of Commissioner P.116/2010

THE STATES commenced consideration of a proposition of the Minister for Economic Development concerning the appointment of a Commissioner to the Jersey Financial Services Commission. The Deputy Bailiff , in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.

THE STATES, having concluded the debate in camera, proceeded to vote in public assembly and, in pursuance of Article 3 of the Financial Services Commission (Jersey) Law 1998, agreed to appoint Mr. Markus H. Ruetimann as a Commissioner of the Jersey Financial Services Commission with effect from 14th September 2010 for a period of 3 years.

THE STATES noted that, in accordance with the provisions of Standing Order 106(1)(a), Senator Ben Edward Shenton declared an interest and withdrew from the Chamber for the duration of the debate.
