THE STATES commenced consideration of an amendment of Senator Francis du Heaume Le Gresley (Amendment 6, paragraph 1) to paragraph (a) of the Draft Annual Business Plan 2011, that after the words "withdrawn from the consolidated fund in 2011" there should be inserted the words –
"except that the net revenue expenditure of the Social Security Department shall be reduced by £6,632 following the restructuring of the Christmas Bonus (SS-S8) in the way recommended in the report of Senator F. du H. Le Gresley dated 16th August 2010 to provide that the Christmas Bonus is removed only for residents not in receipt of the Jersey Old Age Pension and all non- residents, and that the Christmas Bonus is fixed at £78 for 2011."
THE STATES rejected a proposition of Deputy Paul Vincent Francis Le Claire of St Helier that Standing Order 107 should be suspended in order to allow members in receipt of the Christmas Bonus (and therefore having a direct pecuniary interest) to participate in the debate of this amendment.

Following the rejection of the proposition of Senator Ben Edward Shenton that Standing Order 107 should be suspended to allow members to debate his amendment (Amendment 7, paragraph 23) to paragraph (a) of the Draft Annual Business Plan 2011 in relation to the remuneration of elected member, the Bailiff informed the Assembly that the said amendment could not be debated and was therefore deemed to have been withdrawn.
THE STATES, adopting paragraph (a) of the Draft Annual Business Plan 2011 (P.99/2010) as amended, approved the summary set out in Summary Table A, page 53, being the gross revenue expenditure of each States funded body, including depreciation and the additional provisions of net revenue expenditure for central reserves of £9,000,000 and restructuring costs of £6,000,000 as part of the total net revenue expenditure of the Treasury and Resources Department and, having taken into account any income due to each of the States funded bodies, the total net revenue expenditure of £652,881,000, to be withdrawn from the consolidated fund in 2011; with any increase above this figure compensated by appropriate measures within the draft Budget 2011 to enable the Minister for Treasury and Resources to present a draft Budget within the proposed deficit of £50 million as set out in Figure 3.4; except that the net revenue expenditure of the Social Security Department should be increased by £138,000 in order to prevent the proposed removal of the GST bonus and not proceed with the Comprehensive Spending Review proposal on page 63 of the Plan SS-S4 (Removal of the GST Bonus budget) and the net revenue expenditure of the Treasury and Resources Department should be decreased by the same amount by reducing the allocation for Central Reserves and except that the net revenue expenditure of the Social Security Department should be reduced by £6,632 following the restructuring of the Christmas Bonus (SS-S8) in the way recommended in the report of Senator F. du H. Le Gresley dated 16th August 2010 to provide that the Christmas Bonus was removed only for residents not in receipt of the Jersey Old Age Pension and all non-residents, and that the Christmas Bonus was fixed at £78 for 2011."
