Public Elections A1. The Committee, with reference to its Minute No. A2 of 12th April 2011, (Expenditure and received  the  draft  Public  Elections  (Expenditure  and  Donations)  (Jersey) Donations) Regulations 201- (P.51/2011): Amendment.

Regulations 201- The Committee recalled that the amendment had been drafted at the request of the (P.51/2011): Chairman following discussions with agencies who had tendered to work with the Amendment. Committee  in  running  an  awareness  campaign  for  the  October  2011  elections. 424/3(3) Consideration had been given to the requirement under Regulation 16(1) of the

Public Elections (Expenditure and Donations) (Jersey) Regulations 201- (P.51/2011 refers)  for  the  Committee  to  publish  candidates' election  manifestos  and  to distribute them with an English language newspaper circulating in Jersey. It was felt that the Committee should be given the opportunity to decide the best possible means for the distribution of election material, and it was therefore proposed that Regulation  16(1)  of  the  Public  Elections  (Expenditure  and  Donations)  (Jersey) Regulations 201- be amended to read as follows:

"16 Arrangements for publication and distribution of election material

(1) The Committee shall make arrangements for election material provided to it by a candidate to be published and distributed in Jersey."

The amendment would allow the Committee to use whichever distribution method was found to be the most effective in reaching the widest possible audience. The Committee, having agreed certain amendments, accordingly approved the draft amendment  to  the  Public  Elections  (Expenditure  and  Donations)  (Jersey) Regulations 201- (P.51/2011) and requested that it be lodged au Greffe for debate by the States in early course.

The Greffier of the States was requested to take the necessary action.
