The Chief Minister designate announced, in the order in which he wished the States to vote on them, his intended nominations for Ministerial office and his proposals as to the Ministerial office to which each nominee would be assigned, as follows –

THE STATES, in accordance with Standing Order 117, appointed Ministers as follows – Minister for Treasury and Resources

Senator Bryan Ian Le Marquand was nominated by the Chief Minister designate.

Deputy John Alexander Nicholas Le Fondré of St. Lawrence was nominated by Deputy Michael Roderick Higgins of St. Helier .

Senator Alan Breckon was nominated by Deputy Judith Ann Martin of St. Helier .

Senator Philip Francis Cyril Ozouf was nominated by Senator Sir Philip Bailhache .

In accordance with Standing Order 117, each candidate made a speech and was questioned prior to a ballot being held.

The Deputy Bailiff retired from the Chamber during consideration of the appointment of the Minister for Treasury and Resources and the meeting continued under the presidency of the Bailiff .

Arrangement of business for the present meeting

THE STATES, adopting a proposition of Deputy Michael Roderick Higgins of St. Helier , agreed to adjourn early for lunch and to resume the meeting at 1.15 p.m.

The Bailiff , having ruled that neither an abstention nor a spoilt paper constituted a vote and should not be taken into account when determining the number of votes cast, accordingly declared that Senator Francis du Heaume Le Gresley, having received more than half of the votes cast in accordance with Standing Order 117(10), had been duly elected as the Minister for Social Security.

The Bailiff invited the Chief Minister designate to make a further announcement of his remaining nominations and proposals for assignment to the remaining Ministerial offices. The Chief Minister designate informed the Assembly that his revised nominations would be as follows –
