THE STATES resumed consideration of a proposition of the Connétable of St. Helier regarding the development of St. Helier 's Waterfront.

THE STATES rejected paragraph (a) of the proposition of the Connétable of St. Helier to request the Minister for Treasury and Resources not to allow any commitments to be made by the States of Jersey Development Company (SoJDC) (formerly known as the Waterfront Development Board) in respect of the development or sale of any part of the Esplanade Quarter until the future of this site had been determined by the new States Assembly in 2012.

Medium Term Financial Plan: minimum lodging period P.176/2011

THE STATES commenced consideration of a proposition of Deputy Geoffrey Peter Southern of St. Helier regarding the introduction of a minimum lodging period for the future Medium Term Financial Plan and of an amendment of the Minister for Treasury and Resources that for the words "12 weeks" there should be substituted the words "9 weeks".

Following the lunchtime adjournment, the Assembly acceded to the request of the Minister for Treasury and Resources that his amendment to the proposition of Deputy Geoffrey Peter Southern of St. Helier be withdrawn.

THE STATES, having resumed consideration of a proposition of Deputy Geoffrey Peter Southern of St. Helier , agreed that the revisions to Standing Orders that would be required following the adoption of the Public Finances (Amendment No. 3) (Jersey) Law 201- should provide that the future Medium Term Financial Plan should have a minimum lodging period of 12 weeks, and requested the Minister for Treasury and Resources, in consultation with the Privileges and Procedures Committee, to take the necessary steps to give effect to the decision.

Draft Pet Travel Scheme (Jersey) Regulations 201- P.178/2011

THE STATES commenced consideration of the Draft Pet Travel Scheme (Jersey) Regulations 201- and adopted the principles.

THE STATES was informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation.

THE STATES adopted Regulations 1 to 13.

The Bailiff , in accordance with Standing Order 75(4), which enabled a clerical error to a draft to be amended during third reading, advised the Assembly that in Regulation 11 for the word is' there should be substituted the word are'.

THE STATES, in pursuance of Article 2 of the European Communities Legislation (Implementation) (Jersey) Law 1996, made Regulations entitled the Pet Travel Scheme (Jersey) Regulations 2011.
