Review of the A1. The Committee, with reference to its Minute No. A9 of 9th December 2013, role of Bailiff . received a draft proposition in connexion with the role of the Bailiff as President of 499/3(22) the States.
The Committee recalled that it had agreed to draft a proposition asking the States to decide whether, following the retirement of Sir Michael Birt as Bailiff in January 2015, the Bailiff should cease to act as President of the States and that the States should elect their own President. The Committee noted the content of the draft proposition and the accompanying report, which set out the Committee's position that the States should be provided with an opportunity to debate the matter. During the Committee's consideration of the draft proposition, the Committee was notified that Connétable A.S. Crowcroft of St. Helier had lodged "au Greffe" a proposition entitled "Elected Speaker of the States" (P.160/2013 refers) which proposed the aforementioned. The Committee accordingly agreed that the report accompanying its draft proposition should be used as the basis for a comment in respect of the proposition of the Connétable of St. Helier . A comment was accordingly drafted and circulated to the Committee for approval. The Committee, having considered the draft comment, agreed that it should be presented to the States in early course. The Committee Clerk was requested to take the necessary action.
