Committee of Inquiry into Historical Abuse: appointment of Chairman P.76/2013

THE STATES, adopting a proposition of the Chief Minister referred to their Act dated 6th March 2013 in which they agreed that a Committee of Inquiry should be established in accordance with Standing Order 146 to enquire into a definite matter of public importance, namely historical child abuse in Jersey and that the Committee should be chaired by a senior legally qualified person from outside Jersey, and appointed Mrs. Sally Bradley Q.C. as Chairman of the Committee of Inquiry.

Changes in Presidency

The Bailiff retired from the Chair before the consideration of the proposition of the Chief Minister concerning the establishment of a Committee of Inquiry into Historical Abuse: appointment of Chairman (P.76/2013)  and  the  meeting  continued  under  the  Presidency  of  Mrs. Anne  Helen   Harris ,   Deputy Greffier of the States. The Bailiff resumed the Chair during consideration of the proposition of the Privileges and Procedures Committee entitled Draft States of Jersey (Amendment No. 7) Law 201-' (P.64/2013).  The   Bailiff  briefly  retired  from  the  Chair  during  consideration  of  P.64/2013  and  the meeting continued under the Presidency of Mr. Michael Nelson de la Haye, Greffier of the States, until his return.

Referendum on States reform: outcome P.74/2013

THE STATES commenced consideration of a proposition of Senator Bryan Ian Le Marquand concerning the outcome of the 2012 referendum on States reform (P.74/2013) and rejected a proposition of the Connétable  of  St. John  that,  in  accordance  with  Standing  Order  85,  the  Assembly  move  to  the consideration of the next item on the Order Paper.

THE STATES, having resumed consideration of the proposition of Senator Bryan Ian Le Marquand concerning  the  outcome  of  the  2012  referendum  on  States  reform,  rejected  paragraph (a)  of  the proposition to agree that the outcome of the Referendum on States Reform held on 24th April 2013 did not  provide  a  sufficiently  clear  mandate  for  change  to  Option B  (namely  a  revised  structure  of 12 Connétable s and 30 Deputies elected in 6 new large electoral districts).

Privileges and Procedures Committee – resignation of Chairman

THE STATES, in accordance with Standing Order 129(2)(a), accepted the resignation of the Connétable of St. Helier as the Chairman of the Privileges and Procedures Committee.

In accordance with Standing Order 129(3) the Bailiff gave notice that there was a vacancy in the office of Chairman of the Privileges and Procedures Committee.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Articles 1 to 5.

THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled the Succession to the Crown (Jersey) Law 201-.

THE STATES commenced consideration of the Draft Security Interests (Amendment of Law) (Jersey) Regulations 201- and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 to 15 and the Schedule.

THE STATES, in pursuance of Articles 93 and 95 of the Security Interests (Jersey) Law 2012, made Regulations entitled the Security Interests (Amendment of Law) (Jersey) Regulations 2013.
