THE STATES commenced consideration of a proposition of Senator Lyndon John Farnham concerning the possible creation of a Minister for Justice and Department of Justice and adopted his amendment that after the words "possibility of establishing" there should be inserted the words "a means of appropriate ministerial oversight of the justice system, such as".

THE STATES, adopting a proposition of Senator Lyndon John Farnham , as amended, requested the Chief Minister to investigate the possibility of establishing a means of appropriate ministerial oversight of the justice system, such as a new ministerial office of Minister for Justice in Jersey with an associated Department of Justice and, in consultation with the Council of Ministers, to report to the States with recommendations or proposals no later than 31st July 2013.

THE STATES commenced consideration of the  Draft Motor Traffic (Third Party Insurance) (Cost Recovery) (Jersey) Regulations 201– and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 to 8.

THE  STATES,  in  pursuance  of  Article 3(4)  of  the  Motor  Traffic  (Third-Party  Insurance) (Jersey) Law 1948,  made  Regulations  entitled  the  Motor  Traffic  (Third  Party  Insurance)  (Cost  Recovery) (Jersey) Regulations 2013.

Mr. Michael Nelson de la Haye, Greffier of the States retired from the Chair during consideration of the proposition of the Minister for Health and Social Services entitled Draft Motor Traffic (Third Party Insurance) (Cost Recovery) (Jersey) Regulations 201–' (P.135/2012) and the meeting continued under the Presidency of the Bailiff .

Draft Referendum (Reform of States Assembly) (Jersey) Act 201- P.5/2013

THE STATES commenced consideration of the Draft Referendum (Reform of States Assembly) (Jersey) Act 201- and rejected an amendment of Deputy Geoffrey Peter Southern of St. Helier that –

in Article 1(1) –

  1. the definitions "first choice vote" and "second choice vote" should be deleted;
  2. for the definition "option" there should be substituted the following definition –

" option' means the options to vote yes' or no' to the question in the ballot paper;".

in Article 4 for the words "the options," there should be substituted the words "the question,"; for Article 8 there should be substituted the following Article –

"8 Vote

  1. A vote is recorded by making a cross in the blank square opposite one of the options in the ballot paper.
  2. A ballot paper is invalid if it records more than one vote.".

Article 9 should be deleted.

in Article 10 –

  1. in paragraphs (2), (3), (4), (5) and (6)(a) the words "first choice" should be deleted wherever they appear;
  1. paragraphs (7) to (13) should be deleted.

in Article 11 –

  1. in paragraph (1) –
  1. the words "or counts" should be deleted,
  2. for the words "referendum are" there should be substituted the words "referendum is";
  1. in paragraph (2) –
  1. in sub-paragraph (a) the words "first choice" should be deleted;
  2. sub-paragraph (b) should be deleted.

in Article 12 –

  1. paragraphs (1) and (2) should be deleted;
  2. in paragraph (4)(c) the words "first choice" and "and" should be deleted;
  3. paragraph (4)(d) should be deleted.

in Article 13(1)(n) for the words "paragraph (1)(e), (f) and (g)" there should be substituted the words "paragraph (1)(f) and (g)".

for the ballot paper in the Schedule there should be substituted the following ballot paper –

The States Assembly currently has 51 members elected in 3 different ways. This will be reduced to 49 members in 2014.

The Electoral Commission has put forward a way of changing this system.

This reform option would  reduce the number  of States members to 42 and introduce 6 large electoral districts, each choosing 7 Deputies. Parish Constables would no longer be members of the States.
