The Committee, with reference to its Minute No. B2 of 6th March 2014, Elections: received a revised draft of the Public Elections (Amendment No. 5) (Jersey) Law amendments to 201-, and accompanying reports, including an "as amended" version of the Public legislation and Elections Law 2002.

– draft Public The Committee recalled that it had referred any matters arising in respect of the Elections draft legislation to the Chairman and Deputy J.M. Martin and that the present draft (Amendment had been prepared in accordance with directions provided by the Chairman. The No. 5) (Jersey) Committee had regard for the content of the draft and the view was expressed that Law 201-. a substitution provision should be provided for in the event that the parish 424/2(88) secretary was unable to exercise the function of electoral administrator under the 424(13) law, or in the event of a vacancy in the office. It was further considered that the costs associated with the provision of a notice to householders in accordance with Article 7A should not fall to the parishes. As there was limited time available in which to lodge the proposition so as to ensure that, if adopted, the legislation would be brought into force in advance of the October 2014 elections, it was proposed that these matters be considered by the Committee at its next scheduled meeting on 10th April 2014 as possible amendments to the Public Elections (Amendment No. 5) (Jersey) Law 201-.
The Committee agreed that, subject to the provision of a statement in relation to human rights compliance, the draft Public Elections (Amendment No. 5) (Jersey) Law 201- should be lodged au Greffe in early course for debate by the States during the meeting of 13th May 2014. The Deputy Greffier was requested to take the necessary action.
