THE STATES resumed consideration of the proposition of the Connétable of St. Helier entitled Elected Speaker of the States' (P.160/2013), as amended, and rejected the proposition that from the date of retirement of Sir Michael Birt as Bailiff of Jersey, Recommendation 2 of the Review of the Roles of the Crown Officers (the Carswell Review'), namely that "2. The Bailiff should cease to act as President of the States and the States should elect their own President, either from within or from without the ranks of their members" should be implemented, subject to the approval of the public voting in a referendum to be held on 15th October 2014 on the question Should the Bailiff cease to be the President of the States?', provided that the referendum should not be held unless the States had already adopted legislation to give effect to the change which contained a commencement provision which specified that the legislation should automatically come into force if the change was supported by a majority of those voting in the referendum (subject to a minimum turnout threshold to be specified in the legislation) and should not come into force if it was not.

Interim Population Policy: 2014 – 2015 P.10/2014
THE STATES commenced consideration of a proposition of the Council of Ministers regarding the interim population policy 2014 – 2015 (P.10/2014) and an amendment of Deputy Geoffrey Peter Southern of St. Helier , that for the words "+150 households per year, which equates to +325 people per year" there should be substituted the words "+100 households per year, which equates to +215 people per year" and that the words "as outlined in the accompanying Report of the Council of Ministers dated 30th January 2014" should be deleted.
Arrangement of public business for future meetings
THE STATES, adopting a proposition of the Chairman of the Privileges and Procedures Committee, agreed that the outstanding items of public business remaining at the close of the meeting on Thursday 1st May 2014, would be deferred to the meeting on 13th May 2014 and that meeting would continue on 20th, 21st and 22nd May 2014 if necessary.

The Bailiff referred to the impending retirement of Mrs. Anne Helen Harris , the Deputy Greffier of the States, and thanked her on behalf of the States for her services to the Assembly.

THE STATES adjourned, having agreed to reconvene on Thursday 1st May 2014 to continue consideration of the proposition of the Council of Ministers entitled Interim Population Policy: 2014 – 2015' (P.10/2014) and the outstanding items of public business.
