THE STATES commenced consideration of the Draft Explosives (Jersey) Law 201- and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Articles 1 to 23.

THE STATES commenced consideration of Article 24 and, adopting an amendment of the Education and Home Affairs Scrutiny Panel, agreed that –

  1. for the heading to Article 24 there should be substituted the heading "Grant of magazine licence";
  2. at the beginning of Article 24 there should be inserted the paragraph number "(1)";
  3. after paragraph (1) there should be added the following paragraph –

"(2) The Minister shall, before deciding whether to grant an application for a magazine

licence, consult the Connétable of the parish in which the magazine is or would be located.";

  1. after paragraph (2) there should be added the following paragraph –

"(3) The Minister, when granting an application for a magazine licence, shall send a copy

of the licence to the Connétable of the parish in which the magazine is or would be located.".

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Articles 2 to 6.

THE STATES commenced consideration of Article 7 and, adopting an amendment of the Public Accounts Committee, agreed that for paragraph (1) there should be substituted the following paragraph –

"(1) The States may revoke the appointment of a person to the office of Comptroller and

Auditor General on a proposition signed by the Chief Minister and the Chairman of the Public Accounts Committee.".

THE STATES commenced consideration of Article 15 and, adopting an amendment of the Public Accounts Committee, agreed that for Article 15 there should be substituted the following Article –

"15 Order establishing board

  1. The Chief Minister may, by Order, establish a board of individuals to carry out functions in relation to the office of the Comptroller and Auditor General.
  2. An Order made under paragraph (1) may specify –
  1. the name of the board;
  2. the constitution of the board;
  3. the functions of the board in relation to the office of the Comptroller and Auditor General;
  4. the duties of the Comptroller and Auditor General in relation to the board;
  5. the appointment, dismissal and removal from office of members of the board; and
  6. the resources of the board.
  1. Before making an Order under this Article, the Chief Minister must consult with the Chairman of the Public Accounts Committee and obtain his or her agreement to the Order.".

Comptroller and Auditor General: re-appointment P.99/2014

THE STATES commenced consideration of a proposition of the Chief Minister concerning the renewal of the appointment of the Comptroller and Auditor General. The Bailiff , in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.

THE STATES, having concluded the debate  in camera, proceeded to vote in public assembly and, adopting a proposition of the Chief Minister, agreed to renew the appointment of, in accordance with Article 41(1) of the Public Finances (Jersey) Law 2005, Ms Karen McConnell as Comptroller and Auditor General, with effect from 1st January 2015 and until 31st December 2019, on the expiry of her current appointment on 31st December 2014.
