THE STATES, adopting a proposition of the Minister for External Affairs, ratified the Agreement between the Government of Jersey and the Government of the Republic of Slovenia on the exchange of information relating to tax matters, as set out in Appendix 1 to the report of the Minister for External Relations dated 3rd December 2013.

Draft Taxation (Exchange of Information with Third Countries) (Amendment No. 9) (Jersey) Regulations 201- P.169/2013

THE STATES commenced consideration of the Draft Taxation (Exchange of Information with Third Countries) (Amendment No. 9) (Jersey) Regulations 201- and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 and 2.

THE STATES, in pursuance of Article 2(1) of the Taxation (Implementation) (Jersey) Law 2004 and following the decision of the States, taken on the day these Regulations were made, to adopt Projet 168 of 2013,  made  Regulations  entitled  the  Taxation  (Exchange  of  Information  with  Third  Countries) (Amendment No. 9) (Jersey) Regulations 2014.

THE STATES commenced consideration of a proposition of Deputy Roy George Le Hérissier of St. Saviour concerning a revised disciplinary process for the Law Officers' Department and members of the Law Society of Jersey (P.152/2013) and, in accordance with Standing Order 69(4), acceded to the request of Deputy Roy George Le Hérissier of St. Saviour that paragraph (b) of the proposition be withdrawn.

THE STATES, adopting paragraphs (a) and (c) of the proposition of Deputy Roy George Le Hérissier of St. Saviour , agreed –

(a)  to request the Chief Minister to bring forward within 6 months proposals for revised procedures  to  deal  with  any  complaints  made  against  lawyers  working  in  the Law Officers' Department (other than H.M. Attorney General and H.M. Solicitor General) to ensure that they conformed with "best practice"; and

(c)  to request the Chief Minister to consult with the Crown on the desirability and feasibility of establishing a revised Complaints and Disciplinary process for H.M. Attorney General and H.M. Solicitor General and to report to the States with recommendations within 6 months on the outcome of this consultation.

Maritime Security (Jersey) Order 201-: extension of provisions to Jersey P.165/2013

THE STATES, adopting a proposition of the Chief Minister, signified, pursuant to Article 31 of the States of Jersey Law 2005, that they agreed –

  1. that a request be made to the Privy Council for the making of an Order in Council that would extend to Jersey, with appropriate modifications and adaptations, certain provisions of the Aviation and Maritime Security Act 1990 as summarised in the report of the Chief Minister dated 6th December 2013; and
  2. that the British Overseas Territories Act 2002 (to which reference was made in the said Act of 1990) should extend to Jersey, so as to be law in Jersey.
