Civil marriages: same sex couples P.102/2014

THE STATES commenced consideration of a proposition of Deputy Samuel Yves Mézec of St. Helier regarding the granting of civil marriages for same sex couples and, adopting an amendment of Senator Bryan Ian Le Marquand, agreed that for the words "in principle," there should be substituted the words "in relation to the proposal"; for the words "and to request" there should be substituted the words ", that the" and for the words "to bring forward for approval by the States the necessary draft legislation to give effect to the proposal" there should be substituted the words "be requested by 31st December 2014, to investigate and report to the States as to whether it would be appropriate to introduce legislation to allow this, with appropriate safeguards, and as to the arrangements which should be made for the recognition in Jersey, in some way, of civil partnerships and civil marriages entered into outside of Jersey.".

Following the adoption of the amendment of Senator Bryan Ian Le Marquand, the Bailiff informed the Assembly that the amendment lodged by Senator Philip Francis Cyril Ozouf was deemed to have been withdrawn.

THE STATES, adopting the proposition of Deputy Samuel Yves Mézec of St. Helier agreed, in relation to the proposal that same sex couples should be permitted to enter into civil marriages, that the Chief Minister be requested by 31st December 2014, to investigate and report to the States as to whether it would be appropriate to introduce legislation to allow this, with appropriate safeguards, and as to the arrangements which should be made for the recognition in Jersey, in some way, of civil partnerships and civil marriages entered into outside of Jersey.

THE STATES commenced consideration of Article 52 and, adopting an amendment of the Minister for External Relations, agreed that –

(a)  for paragraph (4) there should be substituted the following paragraphs –

"(4)  The person in charge of a small unmanned aircraft shall not fly the aircraft –

  1. at a height of more than 400 feet above the surface; or
  2. within an aerodrome traffic zone during the notified hours of watch (if any) of the air traffic control unit at that aerodrome,

unless the permission of the appropriate air traffic control unit has been obtained.

(5)  The person in charge of a small unmanned aircraft which has a mass of more than 7 kilograms, excluding its fuel but including any articles or equipment installed in or attached to the aircraft at the commencement of its flight, shall not fly the aircraft in Class A, C, D or E airspace unless the permission of the appropriate air traffic control unit has been obtained.";

(b)  the  remaining  paragraphs  and  cross-references  in  the  Article  should  be  renumbered accordingly.
