The Deputy Bailiff , on behalf of all members, welcomed His Excellency Dr. Ion Jinga, Ambassador for the Republic of Romania to the United Kingdom, who was present in the public gallery.

Ceremony of Light – thanks

The Deputy Bailiff , on behalf of all members, thanked all those involved in the organisation of the Ceremony of Light which had been held on 4th August 2014 to commemorate the 100th anniversary of the  start  of  the  First  World  War.  The   Deputy   Bailiff  paid  particular  tribute  to  the  efforts  of Mr. D.G.C. Filipponi, Chief Officer, Bailiff 's Chambers, in this regard.

Award of Bailiff 's Silver Seal

The Deputy Bailiff advised members that a ceremony would be held on 23rd September 2014 at which Monsieur Jean-François Le Grand, Le Président du Conseil Général de la Manche, would be presented with the Bailiff 's Silver Seal in recognition of the work he had undertaken throughout his career to strengthen the relationship between the Island and La Manche.

Committee of Inquiry: sale of Broad Street post office building P.61/2014

THE STATES, rejected a proposition of Senator Alan Breckon –

  1. to agree that a Committee of Inquiry should be established in accordance with Standing Order 146 to inquire into a definite matter of public importance, namely the circumstances surrounding the plans by Jersey Post to sell the Broad Street post office building in 2008 and the actions of the Minister of Treasury and Resources in relation to the proposed sale;
  2. to request the Chief Minister to take the necessary steps to select a suitable Chairman and members to undertake the Inquiry and to bring forward to the States for approval the necessary proposition relating to their appointment.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Articles 1 to 5.

Milli's Contact Centre: funding P.119/2014

THE  STATES  commenced  consideration  of  a  proposition  of   Deputy  Geoffrey  Peter   Southern  of St. Helier regarding the funding of Milli's Contact Centre (P.119/2014).

THE STATES acceded to a request by Deputy Geoffrey Peter Southern of St. Helier , in accordance with Standing Order 69(4) that paragraph (a) of his proposition be withdrawn.

THE  STATES,  adopting  paragraph (b)  of  the  proposition  of   Deputy  Geoffrey  Peter   Southern  of St. Helier ,  agreed  to  request  the  Minister  for  Health  and  Social  Services,  in  conjunction  with  the Minister  for  Treasury  and  Resources  and  other  Ministers  as  appropriate  to  establish,  following negotiations with Milli's Contact Centre, sustainable longer-term funding based on a 3 year service level agreement founded on the National Network of Separated Family Centres (NNSFC) guidelines.

Kerbside Recycling: feasibility study P.121/2014

THE STATES commenced consideration of a proposition of Deputy Montfort Tadier of St. Brelade regarding a feasibility study of a kerbside recycling scheme and, adopting an amendment of the Minister for Transport and Technical Services, agreed that for the words "by the end of 2014" there should be substituted the words "by the end of 2015".

THE STATES, adopting a proposition of Deputy Montfort Tadier of St. Brelade , as amended, agreed to request the Minister for Transport and Technical Services, in liaison with the Parish Connétable s, to investigate the feasibility of bringing forward a scheme for the Island-wide collection of household recyclables of selected materials (kerbside recycling') and to report to the States with recommendations by the end of 2015.

Funding for Women's Refuge P.124/2014
