Access to the  A1.  The Committee, with reference to its Minute No. A4 of 10th February 2015, States  considered a set of draft amendments to the Conditions of use for Members' areas Building.  and facilities within the States Building'.

The Committee recalled that at its meeting on 20th November 2014, it had agreed in principle, that the rules of access should be relaxed to allow outside groups to use certain rooms in the States Building, providing they did so under the auspices of an elected Member.

It was further recalled that at its meeting on 10th February 2015, the Committee had considered a draft amendment to the States Building's rules of access which sought to enact the above decision. The Committee had approved all which had been  included  but  had  requested  that  an  additional  clause  be  added  to  the amendment, to state that the States Building must not be used by Members or outside groups for any activities related to the planning, organisation or execution of an election campaign.'

The Committee approved a revised draft amendment which included the above clause. The Committee Clerk undertook to liaise with the Publications Editor, States Greffe, to prepare a report to be presented to the States Assembly informing Members of the changes to the States Building's rules of access.

Review Body:

appointment of  The Committee recalled that the term of office of 2 members of the SMRRB, Mr. members.  J. Rogers and Mr B. Bullock, had come to an end and that steps had been taken to 1240/3(73)  recruit new members. As the Panel had operated with 4 members and one vacancy

since 2012, the Committee had agreed to seek to recruit 3 additional members to the SMRRB. The Committee had accordingly requested the Greffier of the States to  draft  an  advertisement  inviting  applications  for  the  posts,  with  subsequent candidate  recommendations  to  be  considered  by  the  Committee  prior  to  final approval.

The Greffier of the States reported that the vacancies had been advertised both in the Jersey Evening Post and on the Bailiwick Express website, and that a total of 9 applications had been received. A selection panel chaired by the Chairman of the Privileges and Procedures Committee and comprising the 2 remaining SMRRB members, Mr. M. Dubras and Mr. J. Mills, CBE had interviewed candidates. The Greffier of the States had been present throughout the interview process, charged with the responsibility for recording the panel's deliberations.

At the conclusion of the interview process, the selection panel agreed that Mr. I. Black, Mr. G. White and Mrs. L. Read most closely met the selection criteria and were all suitable to be appointed. The Greffier requested that final approval of the chosen  candidates  be  given  by  the  Committee,  in  order  that  the  appointment process might be advanced. It was noted that the Terms  of Reference of the SMRRB stated that the Committee had to give 15 days' notice of its intention to make appointments by presenting a report to the States Assembly.

The Committee approved the appointment of Messrs. Black and White and Mrs. L. Read to the  SMRRB. The  Greffier of the  States  undertook to liaise with the Publications Editor, States Greffe, to prepare a report to be presented to the States Assembly informing Members of the appointments to the SMRRB.
