THE STATES commenced consideration of the Draft Budget Statement 2016' (P.127/2015) and rejected paragraph 1 of an amendment of the Deputy of Grouville (P.127/2015 Amd.) that, on page 2, paragraph (a), after the words "as set out in the Budget Statement" there should be inserted the words "except that the age enhanced income tax exemption thresholds for taxpayers aged over 65 shall be increased by 0.9% in line with the increase for the standard exemption thresholds and not maintained at their current levels as proposed in the draft Budget Statement".

THE STATES, adopting an amendment of the Deputy of St. Mary to the Draft Budget Statement 2016' (P.127/2015 Amd. (3)) agreed that, on page 2, paragraph (a), after the words "as set out in the Budget Statement" there should be inserted the words "except that the estimate of income from taxation in 2016 shall be reduced by £30,800 by maintaining the Vehicle Emissions Duty (VED) at present levels on any agricultural tractor whose speeds are governed not to exceed 26 mph and not imposing increased VED on these vehicles as proposed on pages 26 and 27 of the draft Budget Statement".

THE STATES acceded to a request by the Connétable of St. John , in accordance with Standing Order 69(4), that his amendment Draft Budget Statement 2016 (P.127/2015): fourth amendment' (P.127/2015 Amd.(4)) be withdrawn.
THE STATES resumed consideration of the Draft Budget Statement 2016 (P.127/2015) as amended and, adopting paragraphs (a), (b) and (c) of the Draft Budget Statement 2016 (P.127/2015), as amended –
- approved, in accordance with the provisions of Article 10(3)(a) of the Public Finances (Jersey) Law 2005, the estimate of income from taxation during 2016 of £622,155,000 as set out in Summary Table A of the Budget Statement, with the sum to be raised through existing taxation measures and the proposed changes to income tax, impôts duty, stamp duty, land transactions tax and vehicle emissions duty for 2016 as set out in the Budget Statement, except that the estimate of income from taxation in 2016 should be reduced by £30,800 by maintaining the Vehicle Emissions Duty (VED) at present levels on any agricultural tractor whose speeds were governed not to exceed 26 mph and not imposing increased VED on these vehicles as proposed on pages 26 and 27 of the draft Budget Statement; and except that the estimate of income from taxation in 2016 should be reduced by £3,000 by continuing to exempt vehicles that were over 50 years old when first registered in Jersey from Vehicle Emissions Duty (VED) and not imposing VED on these vehicles as proposed on page 26 of the draft Budget Statement;
- approved, in accordance with the provisions of Article 10(3)(d) of the Public Finances (Jersey) Law 2005, a capital head of expenditure for each of the capital projects for States funded bodies to be started or continued in 2016 (other than States trading operations) as set out in the recommended programme of capital projects in Summary Table C totalling £26,691,000;
- approved, in accordance with the provisions of Article 10(3)(e) of the Public Finances (Jersey) Law 2005, each of the capital projects that were scheduled to start during 2016 in the recommended programme of capital for each States trading operation, as set out in Summary Table D that required funds to be drawn from the trading funds in 2016.
