Medium Term Financial Plan 2016 – 2019 P.72/2015

THE STATES resumed consideration of the proposition of the Council of Ministers entitled Medium Term Financial Plan 2013 – 2015' (P.72/2015) and commenced consideration of part 1 of an amendment of Deputy Montfort Tadier of St. Brelade (Amendment (9)).

The Presiding Officer informed the Assembly that paragraph (iv) of the amendment of Deputy Montfort Tadier of St. Brelade (Amendment (9)) had been withdrawn following the decision of the States on 23rd September  to  reject  the  annulment  of  the  Income  Support  (General  Provisions)  (Amendment No. 17) (Jersey) Order 2015 (P.106/2015).

THE STATES commenced consideration of an amendment of Deputy Montfort Tadier of St. Brelade to the amendment – (Amendment (9)) (Amendment) – and the Presiding Officer informed the Assembly that, following the decision of the States on 23rd September 2015 to reject the annulment of the Income Support (General Provisions) (Amendment No. 17) (Jersey) Order 2015 (P.106/2015), paragraph (iv) of the amendment was deemed to have been withdrawn.

THE STATES, adopting an amendment of Deputy Montfort Tadier of St. Brelade (Amendment (9)) (Amendment), agreed that, on page 2, amendment 1, for the columns headed 2016 and 2017 in the table there should be substituted the following columns –

The Bailiff , having determined in accordance with Standing Order 109(4) that words spoken by Deputy Montfort Tadier of St. Brelade were offensive, required him to withdraw the words. Deputy Tadier having refused to withdraw the words, the Bailiff , in accordance with Standing Order 110(c), required him to withdraw from the Chamber for a period of one hour.

THE  STATES  resumed  consideration  of  part 1  of  an  amendment  of   Deputy  Montfort   Tadier  of St. Brelade (Amendment (9)), as amended, and rejected paragraph (i) that, on page 2, paragraph (a)(i), after the words "as shown in Figure 18" there should be inserted the words "except that the intended total  amount  of  States  income  shall  be  increased  by  the  amounts  in  the  following  table  by  the introduction of a higher rate of income tax in the 2016 Budget for individuals whose income is greater that £100,000 per year to offset the 2016 financial impact (and the ongoing financial impact in 2017 to 2019) of not proceeding with the proposed savings in the expenditure of the Social Security Department shown –
