Public Elections: introduction of STV and AV P.88/2016

THE STATES commenced consideration of a proposition of Deputy Montfort Tadier of St. Brelade and, adopting an amendment of the Privileges and Procedures Committee (P.88/2016 Amd.), agreed that the words "in time for the 2018 elections" should be deleted and that, after paragraph (b), the words "to consult the public on those plans by summer 2017 and to bring a proposition to the Assembly and a report showing the outcome of the consultation before the end of 2017" should be inserted.

THE STATES resumed consideration of the proposition of Deputy Montfort Tadier of St. Brelade , as amended, and rejected the proposition to request the Privileges and Procedures Committee to bring forward plans for the implementation of (a) a single transferable voting system (STV) for multi-member constituencies; and (b) an alternative voting (AV) system for single-member constituencies; and to consult the Public on those plans by summer 2017 and to bring a proposition to the Assembly and a report showing the outcome of the consultation before the end of 2017.

Antarctic Act 2013: extension of Sections 14, 15 and 16 to Jersey by Order in Council P.96/2016

THE STATES, adopting a proposition of the Chief Minister, pursuant to Article 31(1) of the States of Jersey Law 2005, agreed that a request be made to the Privy Council for the making of an Order in Council that would extend to Jersey sections 14, 15 and 16 of the Antarctic Act 2013, amending certain sections of the Antarctic Act 1994 that were extended to Jersey by the Antarctic Act 1994 (Jersey) Order 1995, as summarised in the report of the Chief Minister dated 1st September 2016.
