Retirement of His Excellency the Lieutenant Governor
The Chief Minister, Senator Ian Joseph Gorst , on behalf of all States Members, paid tribute to the work and service of His Excellency the Lieutenant Governor, General Sir John McColl, K.C.B., C.B.E., D.S.O., and Lady McColl during his term of office in Jersey and wished them a happy retirement.
His Excellency the Lieutenant Governor, General Sir John McColl, K.C.B., C.B.E., D.S.O., responded to the Chief Minister's speech and expressed his and Lady McColl's gratitude to the people of the Island during his term of office.

THE STATES resumed consideration of the proposition of Deputy Samuel Yves Mézec of St. Helier entitled Minimum Wage: revised hourly rate from 1st April 2017' (P.115/2016) and rejected the proposition to request the Minister for Social Security to revoke the Employment (Minimum Wage) (Amendment No. 10) (Jersey) Order 2016, scheduled to come into force on 1st April 2017, and to take such steps as were necessary to make a new Order fixing the minimum wage at £7.20 per hour from 1st April 2017.

Changes in Presidency
The Bailiff retired from the Chair during consideration of the proposition of Deputy Samuel Yves Mézec of St. Helier entitled Minimum Wage: revised hourly rate from 1st April 2017' (P.115/2016), and the meeting resumed following the lunch adjournment under the Presidency of the Connétable of St. Clement . The Connétable of St. Clement subsequently retired from the Chair during consideration of the same proposition, and the meeting continued under the Presidency of the Bailiff .

THE STATES commenced consideration of the Draft Employment (Minimum Wage) (Amendment No. 14) (Jersey) Regulations 201- and adopted the principles.
THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 and 2.
THE STATES, in pursuance of Articles 17, 18 and 104 of the Employment (Jersey) Law 2003, made Regulations entitled the Employment (Minimum Wage) (Amendment No. 14) (Jersey) Regulations 2016.

Future Hospital: preferred site P.110/2016
THE STATES commenced consideration of a proposition of the Council of Ministers entitled Future Hospital: preferred site' (P.110/2016).
THE STATES noted that, in accordance with the provisions of Standing Order 106(1)(b), the Deputy of St. Martin declared an interest and withdrew from the Chamber for the duration of the debate.
THE STATES commenced consideration of an amendment of the Connétable of St. John (P.110/2016 Amd.) that –
- After the words "new General Hospital" there should be inserted the words – "either –
- ".
- For the words "this Proposition," there should be substituted the words –
"this Proposition; or
- the south side of the Waterfront site, not including any part of Les Jardins de la Mer, in accordance with the Map in the Appendix to the Report accompanying this Amendment,".
- For the words "proposals to be brought back to the Assembly as set out in Section 6.3 of the accompanying Report" there should be substituted the words –
"business cases for both options to be brought back to the Assembly by the summer recess in 2017; and".
- After paragraph (b), there should be inserted the following paragraph –
"to request the Minister for the Environment to amend the Esplanade Quarter Masterplan to make provision for the potential siting of a new hospital on the south side of the Waterfront.".
