Minutes.  A1.  The Minutes of the meetings held on 3rd October 2017 (Part A and Part B),

10th October 2017 (Part B only), 16th October 2017 (Part A only) and 23rd October 2017 (Part B only), having previously been circulated, were taken as read and were confirmed.

Forthcoming  A2.  The Committee received a list of forthcoming business for debate by the business for  States Assembly at its meetings to be held on 14th November 2017, 28th November debate by the  2017 and 12th December 2017 and considered whether it wished to make a formal States  comment on any of the Propositions that had been lodged au Greffe'.

Assembly.

465/1(210)  The Committee decided that it wished to present a comment on Senator P.F.C.

Ozouf 's amendment to Senator Sir P.M. Bailhache 's third amendment to the Chief Minister's  Proposition  Elected  Speaker  and   Deputy  Speaker  of  the  States Assembly: selection and appointment' (P.84/2017), as it had a number of concerns in respect therewith, not least that the amendment contravened the Council of Europe's Venice Commission code of good practice on referendums.

The Committee further decided that it wished to present a comment on Senator Ozouf 's fourth amendment to the Chief Minister's Proposition Elected Speaker and Deputy Speaker of the States Assembly: selection and appointment' (P.84/2017), because it felt that there were procedural complexities arising from the amendment, which it wished to bring to the attention of the States Assembly.

Accordingly, the Committee requested the Greffier of the States to prepare draft comments for its consideration and to circulate them by electronic mail in short order.

Meeting dates A3. The Committee agreed its scheduled meeting dates for 2018 as follows: for 2018.

4th September 2018 13th November 2018 11th December 2018

The Committee noted that, wherever possible, school holidays had been avoided and that the meetings had been alternated with those of the States Assembly. The Committee was mindful that the general election would take place on 16th May 2018 and that Purdah would commence on 25th April 2018.

It was noted that all the meetings would take place in the Blampied Room, States Building and would commence at 2.30 p.m., unless otherwise advised.
