Social housing in Jersey: introduction of a regulatory framework P.120/2017
THE STATES, resuming consideration of a proposition of the Minister for Housing entitled Social housing in Jersey: introduction of a regulatory framework' (P.120/2017), as amended, rejected the proposition –
- to agree, in principle, to the introduction of regulation in relation to social housing, as set out in the report accompanying the proposition;
- to agree, in principle, that the proposed components of this regulatory framework should include –
- the establishment of a register of social housing providers;
- the introduction of performance standards for social housing providers, and measures to monitor and assess performance against those standards, with particular regard to the interaction with both Income Support and the States' 90% rent policy;
- the establishment of a social housing regulator;
- the inclusion of an appropriate power of Direction to the Regulator by the Minister for Housing; and
- the introduction of statutory oversight and governance arrangements for the assessment and prioritisation of housing supply and the type of housing needed through the Affordable Housing Gateway; and
- to charge the Minister for Housing to develop and bring forward, for approval, the necessary legislation to implement the proposals in paragraph (b) above within 2 years.

States Employment Board: living wage 2017 P.122/2017
THE STATES, adopting a proposition of Deputy Geoffrey Peter Southern of St. Helier entitled States Employment Board: living wage 2017' (P.122/2017), agreed –
- to request the Chairman of the States Employment Board to –
- seek accreditation for the States of Jersey as a Living Wage employer;
- ensure that all directly-employed States of Jersey staff were paid at least the Jersey Living Wage by 1st June 2018; and
- ensure that all sub-contracted or agency employees engaged to deliver services for, and on premises owned by, the States of Jersey, were paid at least the Jersey Living Wage;
- to request the Minister for Treasury and Resources, as shareholder representative, to urge those incorporated bodies of which the States of Jersey was sole shareholder to seek accreditation as Living Wage employers; and
- to request the Minister for Treasury and Resources to take steps to ensure that the wage rates offered by contractors to the States of Jersey were taken into consideration in the evaluation of tenders for goods and services issued by States of Jersey departments and other States bodies for which procurement activity was overseen by his Department.

Jersey Financial Services Commission: re-appointment of Commissioner P.125/2017
THE STATES commenced consideration of a proposition of the Chief Minister entitled Jersey Financial Services Commission: re-appointment of Commissioner' (P.125/2018) and the Bailiff , in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.
