Education and Home Affairs Scrutiny Panel – appointment of Chairman

In accordance with the provisions of Standing Order 120(1), Deputy Samuel Yves Mézec of St. Helier nominated Deputy Jeremy Martin Maçon of St. Saviour as the Chairman of the Education and Home Affairs Scrutiny Panel.

In accordance with Standing Order 120(2), Deputy Jeremy Martin Maçon of St. Saviour made a speech and was questioned by elected members.

There being no other nominations, the Deputy Bailiff declared that Deputy Jeremy Martin Maçon of St. Saviour had been duly appointed as the Chairman of the Education and Home Affairs Scrutiny Panel.

THE STATES commenced consideration of a proposition of the Deputy of Grouville entitled Jersey Electricity plc.: referral of stand-by charges to the Channel Islands Competition and Regulatory Authorities' (P.88/2017) and, adopting an amendment of the Deputy of Grouville (P.88/2017 Amd.), agreed that –

In paragraph (a), after the word "("CICRA")", there should be inserted the words "or other qualified body";

In paragraph (b), after the word "CICRA", there should be inserted the words "or other qualified body"; and

In paragraph (e), after the words "Action Plan" the words "by 31st March 2018" should be deleted, and after the words "in Jersey", there should be inserted the words ", as stated under Key Objective 3 in the Economic Development Department Business Plan of 2014.".

THE STATES, adopting paragraph (a) of the proposition of the Deputy of Grouville , as amended, agreed to request the Minister for Treasury and Resources, as shareholder representative, to request Jersey Electricity plc. not to impose stand-by charges on commercial customers who generated their own power from 1st November 2017, until the opportunity had been provided to the Channel Islands Competition and Regulatory Authorities ("CICRA") or other qualified body to undertake further research into the implications of this charge and to report on any findings to the States.

  1. that an e-petitioning system should be introduced after the election in May 2018 in line with the detailed specification set out in the report accompanying the proposition;
  2. that, as part of the new system, e-petitions attracting over 1,000 signatories should automatically be referred to the relevant department for a response, which must be made public, and that the Chairman of the Privileges and Procedures Committee should draw the Assembly's attention to e-petitions attracting over 5,000 signatories, with a view to those e-petitions being debated in Committee, unless the Assembly decided that there was a reason not to do so; and
  3. to request the Privileges and Procedures Committee to take the steps necessary to introduce an e-petitioning system.
