World Suicide Awareness Day

The Deputy Bailiff informed the Assembly that 146 candles had been placed in the Royal Square on the occasion of World Suicide Awareness Day to mark the lives of the 146 people in Jersey who had lost their lives to suicide in the preceding 12 years.

THE STATES commenced consideration of the Draft Emergency Powers and Planning (Amendment No. 3) (Jersey) Law 201- and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, commenced consideration of Articles 1 to 9 and, adopting an amendment of the Chief Minister, agreed that –

For the text of Article 6, there should be substituted –

"In Article 11(4) –

  1. for "food, water, fuel, light, telecommunication services, postal services and other necessities," there is substituted "food, water, medical supplies, fuel, gas, electricity, light, telecommunication services, postal services and other necessities,";
  1. there is deleted "and make such provisions incidental to the powers aforesaid (including the making by the States of compensation) as may appear to the Council to be required for making the exercise of those powers effective"."; and

For the text of Article 7, there should be substituted –

"In Article 12 –

  1. in paragraph (2) for "expedient to include" there is substituted "expedient, and the incidental provisions may include provision for the making by the States of compensation";
  2. after paragraph (7) there is inserted –

"(7A) An Act is effected under Article 4, and an Order is made under Article 11(4) if

the Act or Order, as the case may be, is signed on behalf of the Council by any member of the Council.".".

Greffier of the States: consent to extension of term of office P.78/2019

THE STATES commenced consideration of a proposition of the Privileges and Procedures Committee entitled Greffier of the States: consent to extension of term of office' (P.78/2019). The Deputy Bailiff , in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.

THE STATES, having concluded the debate in camera, proceeded to vote in public assembly and, adopting the proposition, agreed, in accordance with Article 41(3) of the States of Jersey Law 2005, to consent to the extension of Dr. Mark Egan's term of office as Greffier of the States for a period of 5 years from the date of the expiry of his current contract, namely 6th December 2020.
