Environment, Housing and Infrastructure Scrutiny Panel – appointment of member
In accordance with Standing Order 125(7) the Chairman of the Environment, Housing and Infrastructure Scrutiny Panel informed the Assembly that he wished to increase the size of the Panel to 5 members, including the chairman, and nominated Deputy Inna Gardiner of St. Helier as a member of the Panel.
There being no other nominations, the Bailiff declared that Deputy Inna Gardiner of St. Helier had been duly appointed as a member of the Environment, Housing and Infrastructure Scrutiny Panel.
Public Accounts Committee – appointment of elected member

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 and 2.
THE STATES commenced consideration of Regulations 3 and 4 and, adopting an amendment of the Minister for External Relations (P.11/2019 Amd.), agreed that –
For Regulation 3(c), there should be substituted the following paragraph –
"(c) for Article 3(1) there is substituted –
"(1) The Panel may make rules giving effect to the general principles in Part 1 of
Schedule 1C to the Companies Act 2006.";"; and
After Regulation 4, there should be inserted the following Regulation –
"5 EU Legislation (Payment Services – SEPA) (Jersey) Regulations 2015 amended
In Regulation 1(1) of the EU Legislation (Payment Services – SEPA) (Jersey) Regulations 2015 –
- the definition "SEPA" is deleted;
- for the definition "SEP statutory area" there is substituted the following definition –
" "SEP statutory area" means the countries and territories listed in the document (as in force from time to time) that is published by the EPC as the "List of SEPA Scheme Countries" or otherwise as a list of countries and territories which are part of the geographical scope of the schemes managed by the EPC;".",
and that the subsequent Regulation 5 should be renumbered as Regulation 6 accordingly. THE STATES adopted Regulations 3 and 4, as amended.

THE STATES, on the proposition of the Chairman of the Privileges and Procedures Committee, resolved to sit in-Committee in order to discuss the e-petition entitled Rental price caps law to limit rental prices to reasonable rents', which had attracted 5,298 signatures.
