THE STATES commenced consideration of a proposition of the Privileges and Procedures Committee entitled States Assembly: time limits on speeches in debates' (P.101/2019) and, adopting the proposition –

(a) agreed that speeches in debates in the Assembly should not normally exceed 15 minutes in length, excluding time spent on interventions, points of order and clarification, and questions to the Attorney General;

agreed that the Presiding Officer should be permitted to exercise discretion to allow a member to speak for longer than 15 minutes;
agreed that the Presiding Officer should be permitted to announce and implement a shorter time limit on speeches if he or she considered that it was necessary to do so; and

(a) requested the Privileges and Procedures Committee to prepare and lodge amendments to Standing Orders to give effect to paragraph (1) above; and

(b) requested the Bailiff to issue guidance on the discretion which might be exercised by the Presiding Officer under paragraphs (1)(b) and (c) above, following consultation on that guidance with the Privileges and Procedures Committee.

THE STATES, having been informed by the Chair of the Education and Home Affairs Scrutiny Panel that, in accordance with the provisions of Standing Order 72(1), he wished to have the Draft Rehabilitation of Offenders (Exceptions) (Amendment No. 2) (Jersey) Regulations 201- referred to that Scrutiny Panel, agreed that, in accordance with the provisions of Standing Order 72(6), the 2nd reading of the draft Law should be listed to continue on 21st January 2020.

Channel Islands Lottery: allocation of proceeds from 2018 P.105/2019

THE STATES commenced consideration of a proposition of the Minister for Economic Development, Tourism, Sport and Culture entitled Channel Islands Lottery: allocation of proceeds from 2018' (P.105/2019) and, adopting the proposition, agreed, in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, to allocate £1,000,000 to the Association of Jersey Charities to enable the Association to continue a grant programme.

THE STATES commenced consideration of a proposition of the Minister for Treasury and Resources entitled States of Jersey Development Company Limited: re-appointment of Non-Executive Directors' (P.108/2019) and, adopting the proposition, re-appointed Mr. Tom Quigley and Mr. Richard Barnes as Non-Executive Directors of the States of Jersey Development Company Limited for a further period of 3 years, in accordance with the Memorandum and Articles of Association, to take effect from the delivery to the company of the notice referred to in paragraph (b) below; and authorised the Greffier of the States, for and on behalf of the States, to deliver a notice to the States of Jersey Development Company Limited in accordance with Article 21(b) of the Memorandum and Articles of Association to give effect to such appointments.
