Deputy Bailiff – forthcoming appointment

The Bailiff advised the Assembly that Government House had announced that Her Majesty The Queen had approved the appointment of Mr. Robert James MacRae , Q.C. as Deputy Bailiff when the present Deputy Bailiff assumed the office of Bailiff in October 2019, and members congratulated him in the customary manner.

Royal Mace – repairs

The Bailiff advised the Assembly that the Royal Mace was undergoing repairs and that, consequently, it would not again be carried before the Bailiff or Deputy Bailiff at meetings  of the Assembly until September 2019.

Lord Green – welcome

The Bailiff , on behalf of all members, welcomed Lord Green, who was present in the Public Gallery and who had that morning attended the States members' breakfast prayer meeting.

Bus services: proposals to make free of charge P.52/2019

THE STATES, commencing consideration of a proposition of Deputy Robert James Ward of St. Helier entitled Bus services: proposals to make free of charge' (P.52/2019), commenced consideration of an amendment of the Minister for Infrastructure (P.52/2019 Amd.(2)) and, adopting an amendment of the Connétable of St. Helier (P.52/2019 Amd.(2)Amd.), agreed that –

In paragraph 1, for the words "from the start of term in September 2019, without detriment to the general bus service, by increasing car parking charges by 10 pence per unit from July 2019, subject to annual review to provide for any investment required to accommodate inflation and anticipated passenger growth;", there should be substituted the words "from the start of term in May 2020, without detriment to the general bus service, by investigating, consulting upon and implementing a range of income-raising measures which provide sufficient funding for a range of sustainable transport initiatives and incentives, with particular reference to the school run', in conjunction with the introduction of free school buses;"; and

For all the text in paragraph 2, there should be substituted the following paragraph –

"For the words "from the earliest date practicable", substitute the words "from the start of term in May 2020, without detriment to the general bus service, by investigating, consulting upon and implementing a range of income-raising measures which provide sufficient funding for a range of sustainable transport initiatives and incentives, in conjunction with the introduction of free bus travel for people under the age of 18 and people in full-time education".".

THE STATES, adopting the amendment of the Minister for Infrastructure, as amended, agreed that –

For paragraph (a), there should be substituted the following paragraph –

"(a) to ensure that school bus services can be used free of charge by school students from

the start of term in May 2020, without detriment to the general bus service, by investigating, consulting upon and implementing a range of income-raising measures which provide sufficient funding for a range of sustainable transport initiatives and incentives, with particular reference to the school run', in conjunction with the introduction of free school buses;".

In paragraph (b), for the words "from the earliest date practicable", there should be substituted the words "from the start of term in May 2020, without detriment to the general bus service, by investigating, consulting upon and implementing a range of income-raising measures which provide sufficient funding for a range of sustainable transport initiatives and incentives, in conjunction with the introduction of free bus travel for people under the age of 18 and people in full-time education".

In paragraph (c), after the words "for everyone in Jersey", there should be inserted the words ", subject to full funding being provided".

THE STATES, resuming consideration of the proposition of Deputy Robert James Ward of St. Helier , as amended, commenced consideration of an amendment of the Connétable of St. Helier (P.52/2019 Amd.) and noted that, following the adoption of the amendment of the Minister for Infrastructure (P.52/2019 Amd.(2)), as amended, parts 1 and 2 of the amendment of the Connétable of St. Helier were deemed to have been withdrawn.

THE STATES, adopting part 3 of the amendment of the Connétable of St. Helier , agreed that, after paragraph (b), there should be inserted the following new paragraph –

"(c) to research, consult upon and identify funding for a sustainable transport strategy, including

safe routes for walking and cycling, and provision for those with impaired mobility, by the end of 2019; and",

and that paragraph (c) should be re-designated as paragraph (d).
